This law became effective March 1, 1980. The impact of this law is to raise the standards and quality of care in long-term care facilities in Illinois. Since the system of reimbursement will be ef­ fected by the new law a resolution was passed in the House and affirmed by the Senate to review state payment levels to nursing homes. HJR No. 68 created the Joint Committee on Nursing Care Reim­ bursement. Q. Who will serve on this committee? A. Five members of the Senate and five members of the House of Represen­ tatives. Representative Eugenia S. Chapman was elected chairperson. Q. What are the issues that the committee wijl hear? A. They will review the cost-related reimbursement system governing State payments to skilled nursing and intermediate care facilities for the treatment of recipients of medical assistance under the 111. Department of Public Aid. The investigation stems from complaints that this system is not adequately covering costs required by federal and state laws, and may be causing a down­ grading of services and a reduction in the quality of patient care. Facilities may be limiting access to care by Medicaid clients, or may be in jeopardy of closing because of financial losses realted to the state payment rates. There are complaints that the system rewards sub­ standard care, and provides few incentives for patient improvement. Q. Where will the hearings be held? A. Dates, times and places will be announced later. Q. Can anyone attend these meetings? A. All of the public is welcome and encouraged to attend.
