Ulmer, chief adult probation officer of the McHenry County Depart ment of Court Services, was recently awarded the Gene Hughes award by the Illinois Probation and Court Ser vices association at its an nual conference held in Danville. Nominees for this award, which is presented annually to the one association member who has exem plified the highest standards of the probation profession, are evaluated on their years of service, innovation in the office held, educational advancements, community involvement, publications and writing, other awards, r e c o g n i t i o n s a n d achievements (local, state and national), and personal attributes. Ulmer has been employed with the McHenry County Department of Court Ser vices for nine years, worked as a juvenile probation of ficer his first two years with the department. In 1973, he was promoted to his present posit ion of chief adult probation officer. Innovative programs which have been developed by Ulmer include the department's team partner system, the release on recognizance program, the public service work program, a counseling program for unmotivated probationers, (which was coordinated through the Family Service and Com munity Mental Health Center for McHenry County) and a staff recreation program. He has also been in strumental in designing the department's organisational structure and has assisted in the development of the department's policy manual. Ulmer has recently developed a career development and merit increase proposal, which is currently awaiting final approval by the McHenry County board. In addition to his Job, Ulmer is an active member of several community organizations. In July, 1960, he successfully completed a master's degree program at Webster college and received an MA. degree with honors in the field of management. Ulmer has resided in Harvard for the past 17 years with his wife and four children. I SERVICE NEWS I Special Mediterranean Exercise For Seaman N a v y O p e r a t i o n s Specialist Seaman Ap prentice. Douglas A. Evans, whose wife, Donna, is the daughter of Lois Schiavoni of 1478 W. McCullom Lake road, McHenry, recently participated in exercise "National Week XXIX" in the Mediterranean. He is a crew member aboard the destroyer USS Stump, homeported in Norfolk, Va. . The twenty-ninth con secutive National week exercise involved several 6th fleet ships including the aircraft carrier USS John F. Kennedy, several sub marines and numerous shore based commands and air units. The data tabulated from the four-day exercise will be reviewed and evaluated to update and further develop both sea control tactics and viable tactics to prevent the establishment of sea control by potential hostile units. The Stump is a 563-foot long, "Spruance" class destroyer with a crew of more than 250. Designed primarily for anti submarine warfare (ASW), it is armed with two guns, ASW torpedoes and rockets.
