These ladies took a three-session class in Christmas Flower Arranging which included making a table centerpiece from evergreens. MCC Ornamental Horticulture Instructor John Wlttmus will teach a similar series of seminars using Spring flowers in February. March and April as part of the Spring Adult Education program offered by the college. Registration for these classes will begin Monday, Jan. 5. (• Public Aid Budget Show Rising Medical Costs Escalating costs of medical assistance to the poor - particularly in­ patient hospital costs - are dominating the public aid budget in Illinois, Comp­ troller Roland W. Burris reported. At the same time, Burris said, the number of public aid recipients has been in­ creasing steadily throughout the past year. After touching a seven-year low in November, 1979, the comp­ troller said the number of aid recipients had increased by 45,183 through Sep­ tember, 1980. In his regular monthly fiscal report, Burris said the state must pay close at­ tention to future medical rate increases and he noted that a new rate-setting system scheduled for im­ plementation Jan. 1, may help control the current cost escalation. Looking at the overall fiscal health of state government, Burris said that while revenues for the first four months of FY 1981 are running about $9 million higher than expenditures, sales tax receipts for the same period are down $10 million. Here are some of the key findings of the comptroller's special report on Public Aid in Illinois: -medical assistance ex­ penditures for aid recipients have increased 275 percent in the last decade, rising from $344 million in FY 1971 to $1,289 billion in FY 1980; • spending for Aid to Families with Dependent Children doubled in the last 10 years; -the average Aid to Families with Dependent Children grant per person has risen less rapidly than medical and other aid costs in the last decade; -and medical care for the needy in Illinois involves approximately 23,000 licensed medical prac­ titioners or licensed facilities Almost half of these costs are reimbursed by the federal government. Give Quarter Horse To 4-H Applicant A quarter horse yearling is slated to be given to two 4-H members between 12 and 15 years of age. Applicants must submit a special story along with their 4-H records which tells why they would like to have a horse, their need for the animal, facilities they have and plans for caring and showing the animal. Also to be included is a letter signed by the parent or guardian stating their plans for cooperation in helping to raise and train the yearling, v e r i f y i n g f a c i l i t i e s available, and seeing that the applicant has a 4-H learning experience. Bob Evans, farms, Columbus, Ohio provides a registered quarter horse yearling to two Illinois 4-H members. The colts will be trained to be lead and handled and will have been managed on a good parasite and vaccination program. Applicants must be currently enrolled in the 4-H horse project, and the member must be at least 12 and have not passed his-her 15th birthday as of Jan. 1, 1981. The 4-H member must agree to adequately care for the animal and show the animal in at least one county 4-H horse show The animal must not be sold within two years after awarded Horse award recipients must submit a short report to the county Extension adviser each December and June for two years following receipt of award stating how the project is progressing Entries must be received at the McHenry County Extension office before 4:30 p.m. Jan. 5. Two persons will be nominated to Regional Awards selection.
