A recent survey by the National Association of Realtors showed that local government regulations, policies and taxes act as barriers to an adequate suppiv of affordable housing in a community. Four out of every 10 realtors surveyed nation­ wide regard environmental regulations, property taxes and no-growth or slow- growth policies as being serious problems in their area/Delays in the issuing of permits, limitations on mobile homes, moratoria on condominium conversions and rent control also were cited. There was substantial variation across the country in the degree to which local government regulations were perceived to be problems. The most pressing problem in the Pacific states, for example, was environmental regulations, while property taxes were considered to be serious barriers in the Northeast and North Central states. In some northeastern states and the District of Columbia, moratoria on condominium conversions and rent control were deemed serious as well. In the mountain states, however, limitations on mobile homes were regarded as the most pressing issue. "Continued government over-regulation will have devastating effects on private property rights in our nation if left un­ checked." the survey con­ cluded. The survey highlights problem areas which could have serious ramifications for years to come. The McHcnry County Board of Realtors suggested that the problems resulting from excessive government regulation can be solved when citizens are made aware of the issues and take steps to participate in their local government processes. /TMi ealfig?
