Waiz At this juncture, CBS continues to lead ABC and NBC in the ratings race by a very comfortable margin. In my opinion, it's not that CBS has far more superior prime-time products to offer its viewers--rather its how and when they are presented which is making a crucial difference in the Nielsen stakes. Outside of 'Concrete Cowboys,' CBS has also exercised great restraint in cancelling a new TV series, usually granting the product at least three months of exposure. But let's not go overboard in CBS' favor either. They have made mistakes as well, some of which could hurt them next fall. For instance--'Flo' just isn't going to pan out as a series independent of 'Alice.' And how many times must they move 'WKRP in Cincinnati.' I'm dizzy already from trying to count how many times that well written series has changed time slots. ABC has come up with some gems this year in the sit-com arena, but the network doesn't know what to do with them. Ironically, ABC's one legitimate new hit 'Too Close For Comfort,' is not half as witty as 'Bosom Buddies' or 'It's A Living' and yet these two shows are teetering. To ABC's credit they do have a potential blockbuster in 'Dynasty' which looks every bit as glossy as 'Dallas.' The show has already attracted a faithful core of fans. There's also a bit of euphoria about another new sit­ com, 'Best of the West,' which was a hit with the members of the Television Critics Association when the pilot episode was screened in January. ABC does possess the kind of program development to make it numero uno in a matter of weeks, but Mr. Thomopolous and friends seem to be activating all of the wrong schedulinR buttons. As for Fred Silverman and NBC, things aren't as bad as they seem 'Hill Street Blues,' 'Harper Valley' and 'Nero Wolfe' have all been praised, although the ratings haven't been all that promising. But that's still an improvement over 'Number 96,' 'Games People Play' and 'Speak Up America.' Quality is slowly finding its way back into NBC's programming strategy but as long as clinkers like the 'Munsters Revenge' and 'Walking Tall,' end up on the prime-time slate, few people will take the network seriously. NBC can battle ABC and CBS for the top position by late fall 1981 if the panic button is not touched by RCA's cor­ porate buzzards. I think Fred is headed in the right direction even if RCA's operating profits are down. Better to have a strug­ gling network than no network at all.
