He then summed up the comments of his clients, saying that the assessment was not considered necessary at this time and that its cost by far exceeded the benefit to property owners He reiterated that the proposed public benefit of only-1'2 percent of the total assessment was much lower than in comparable projects elsewhere and made this case extremely unusual After touching briefly on the maintenance costs for the new roads as well as the cutting and repairing at the time sewers would be in stalled. he stated that most of the property owners did not believe that improved roads would increase the value of their homes, cer tainly not to the extent of the cost. In conclusion, Cowlin presented two sets of petitions, one signed by 341 property owenrs, the other by 314 registered voters, both against the road assessment. The attorney stated that he himself had not favored petitions until he had heard all the trustees reply to the question of a resident that they would abide by the majority rule. After Cowlin. Trustee Wayne Warren stated that there were only two ways open in the face of such opposition to the assessment; one would be to amend the program, the other to abandon it altogether. He made a motion to amend it, and the motion was seconded by Trustee Wilson. While both George Heck of the engineering firm Baxter & Woodman and President Grimes explained how they suggested amending the proposal and reducing the cost to less than half of the original l1* million by eliminating several streets and staying with 20 feet width for all roads, a number of people from the audience showed and shouted their displeasure The meeting was ad journed to Thursday, Apr 23. at which time the amended proposal will again be put before the residents of the village The Board of Local Improvements will again listen to the comments of the people.
