United Way Budget Hearings Establish Needs Of County The budgeting procedure of the United Way of McHenry County is now in progress, as hearings are conducted throughout the county. It is a procedure that establishes the needs of the county and sets a dollar goal for the upcoming fund raising campaign in the fall. Panels of citizens of the county are selected to hear presentations made by representatives of the human service agencies that are members of the United Way. United Way budgeting is focused on the community as a whole; on maintaining a service program and system of reporting which will best serve the interests of the total community. It is the process which attempts to meet community needs and solve social welfare problems by providing financial support for health, welfare and other human service agencies. It must take into con­ sideration the attitudes of the contributing public, the programs of other agencies, both governmental and voluntary, the needs of the community as they have been studied and documented and all the financial resources of the agencies participating in United Wav. In general, the United Way has a budget balancing function in the financing of member agencies. The allocation of the available funds to an agency represents the estimated amoun( needed to finance an agreed-upon program, taking into consideration the agency's other income and assuming that every ap­ propriate effort is made to secure maximum income from fees and dues of par­ ticipants and from other approved sources. Four panels of volunteers have been set up to hear programs outlined by m e m b e r a g e n c y representatives. At hearings, the program and financial requirements for funding these needs are studied. Chairing one of the four panels is Rev. Ralph Smith, United Methodist church, McHenry.
