Johnsburg Top Ten Students j Twice Told Tales | PAGE 21 • PLAINDEALER - WEDNESDAY, JUNE It. lttl pictures sent to Marlon Moehling, Johnsburg, The top ten graduates at Johnsburg high school are shown above. In top row, from left, they are Inge Dschida, Barb Schmitt, Sally Oeffling, John Armon and Sue Moulis;in bottom row, from left, Warren Hahnula, Phil Kalsch, Brent Birkhoff, Randy Wakitsch and Connie Johnson Senate Okays Fox River Agency Sen. Jack Schaffer, <R Cary), announced recently that the Senate has passed a bill under his sponsorship which would create the Chain of Lakes-Fox River Waterway Management agency The measure is now before the House of Representatives "The purpose of my bill." said Senator Schaffer. "is to improve the waterway in such ways as flood control, boating fishing, swimming, and to promote improved water quality in general "One of the unique aspects of the bill is that there will be no tax burden at either the state or local level except that the agency may charge a user fee in the form of a r e a s o n a b l e ' b o a t registration fee and boat launching fee". The agency would be forbidden from imposing any other tax In addition, at least 75 percent of the money collected from the user fees would have to be used for dredging, water quality projects, and other hands on projects to improve the waterway This prohibition would prevent the use of these funds for a large ad ministrative overhead, consultant fees, and ad ditional studies Copies of the bill < SB 1174) Can be obtained by writing to Room 309H. State Capitol, Springfield, 111 62706. SB 1174 spells out the boundaries of the agency which shall include the townships of Antioch, Cuba, Grant, Lake Villa and Wauconda in Lake county; and the townships of Burton, McHenry and Richmond, and those east of route 31 in Algonquin and Nunda townships in McHenry county The agency would be controlled by a board of directors consisting of six members The directors would be elected in the primary election of 1982 Three directors would be from Lake county and three from McHenry county, providing they live within the territory of the agency Any resident of a member county and of the territory of the agency may become a candidate for election as a director The directors would serve without pay, except for necessary ex penses incurred in per forming their duties. "I sincerely believe that this is excellent legislation," said Sen Schaffer. "which will provide the mechanism we need to maintain and improve the Chain of Lakes- Fox River recreational area We have waited 15 years foi the federal government and- or the state government to come through with a large number of dollars to help save the Chain of Lakes-Fox river area It is now obvious to me that if we want to preserve this natural resource, we must be prepared to do it on our own with whatever state and federal help we can get The Board of Directors will simply get on with the business of making the Chain of Lakes-Fox River region one of the finest recreational waterways in the country" SB 1174 also provides that the agency shall have the power to issue interest- bearing revenue bonds if approved by the voters in the area. It may also acquire, purchase, lease, possess and control dredging equipment along with any other equipment or personal property for such things as preventing pollution and to prevent and control flooding In addition to Sen Schaffer. the bill was sponsored in the Senate by Karl Berning, < R Deerfield > and Robert Kgan, < D- Chicago).
