New Phase Of Hospital Construction To Begin Shaw News Media Service Financing has been completed, necessary papers have been signed and contracts have been let to x move ahead with the next phase of the-^JK million construction program for Memorial hospital at Woodstock, Richard Thompson, president, an­ nounced this week. Thompson said necessary arrangements were com­ pleted Tuesday and the sale of $9 million in revenue bonds through the Illinois Health Facilities Authority has been confirmed by the -four underwriters.' The power plant is scheduled to go on line in early July. Lee Pesce, executive director, said the project has been coordinated by Phillips Swager Associates, Inc., architectural firm for the hospital, to complete the areas most urgently needed and permit departments to shift in an orderly fashion. A part of the cost will be to remodel existing space into different or improved uses. Pesce said the board and everyone associated with the project is pleased that bids from the major contractors came in within the ar­ chitect's estimates, enabling the hospital to move ahead. Thompson explained that the Illinois Health Facilities Authority which issued the bonds acted under the Illinois Health Facilities Planning art. The purpose of the act is-fo assure orderly a n d e c o n o m i c a l developement of health care facilities in Illinois and to a v o i d u n n e c e s s a r y duplication of facilities. its certificate of need from the Illinois Health Facilities Planning board last July. National Program To Select Draft Board _c»cci..e service nas begun a program to recruit and train civilian volunteers for possible future local boards throughout the nation. This is a part of the Congressionally approved and funded total revitalization of Selective Service. The boards themselves would not be established unless Congress directed a return to the draft However, pre­ selection and training of board members in peacetime will be beneficial in several ways: ( 1 ) I t w i U a s s u r e , t h a t people selected will be representative of the communities they serve (2) It will give Selective Service time, in the relative calm of peacetime, to train the board members in Selective Service policies and procedures. This will assure uniform treatment, should the draft ever be resumed, of individuals requesting postponements, deferments and exemptions., By law, local board members are nominated by each state governor and appointed by the President. To _be__eligible for con­ sideration, an individual must: Be a citizen of the United States between the ages of 18 and 60, r Not be a member of the armed forces (including reserve or retired status, but not excluding veterans of military service), - Not already have served as a local board member for a total of 15 or more years, -Be willing to participate in a national training program; and, if the draft is ever resumed, be willing to serve without pay in making difficult but important decisions concerning ap­ plications from local residents for deferment or exemption from the draft. The law also contemplates that the makeup of each local board be represen­ tative of the racial and ethnic backgrounds of -the registrant population under its jurisdiction. A major goal^ of»this selection program is to generate sufficient citizen participation to ensure such balance. The full national program to be undertaken over the next few months will b^ing total appoir.unents to approximately 10,000. Volunteers for Puerto Rico, the Virgin Islands, Guam and Trust Territories are included in this figure. In­ terested residents may obtain additional in­ formation from Richard E. Northern, P O.
