sports flic ((daytime)) NFL notes New York--Super Bowl XVI kickoff time will be 4:00 p.m. (ED on Sunday, January 24, 1982 at the 77,500-seat Silverdome at Pontiac, Michigan. XVI will be the first Super Bowl played in a northern climate, but the covered Silverdome will offer perfect playing condi­ tions. Super Bowl XVI will mark the third time the NFL Championship Game has been played in a domed stadium. Super Bowls XII and XV were played at the Louisiana Superdome in New Orleans. Super Bowl XVII will be played at the Rose Bowl in Pasadena, California, January 24, 1983 and Super Bowl XVIII at Tampa Stadium, Tampa, Florida, January 22, 1984. AFC Champion Oakland defeated NFC Champion Phila­ delphia 27-10 before 75,500 at the Silverdome in New Orleans last January 25. The Oakland victory lifted the AFC advantage over the NFC to 11-4. * • * The Annual AFC-NFC Pro Football Hall of Fame Game between Cleveland and Atlanta at Canton, Ohio, Saturday, August 1 will be televised by ABC. Four players will be enshrined at ceremonies preceding the game. The new enshrinees are: end Morris (Red) Badgro (New York Yankees 1927, New York Giants 1930-35, Brooklyn Dodgers 1936), quarterback-kicker George Blanda (Chicago Bears 1949-58, Baltimore Colts 1950, Houston Oilers 1960-66, Oakland Raiders 1967-75), defensive end Willie Davis (Cleveland Browns 1958-59, Green Bay Packers 1960-69), and center Jim Ringo (Green Bay Packers 1953-63, Philadelphia Eagles 1964-67). Two years ago, NFL head coaches agreed that they would not teach or encourage the use of the help block which usually was executed by a running back or tight end on a defensive player at or below the knees while that player was engaged by another offensive player. Violation of this policy by coaches or players, either in practice or in the intent or spirit of this prohibition, was subject to an Unsportsmanlike Conduct penalty by game officials and/or a Conduct Detrimental citation by the Commissioner. At the annual meeting of the NFL last March, club executives decided to expand and strengthen the policy against help blocks. In 1981, the prohibition on blocks at or below the knees will inctyide all offensive players dur­ ing any pass-blockihg attempt on a defensive player already engaged by another blocker. Since 1962, the NFL club presidents have approved 117 playing rules changes and 33 of them provided safety measures. Of those 33 new rules, 23 were adopted over the last six years.
