The decision to ax the high-action detective series shocked everyone connected with it except co-star Phyllis Davis. Her per sonal psychic, Peter Hurfcos, told her the bad news weeks before it happened. "I didn't want to believe his prediction that 'Vega$' was going to be cancelled," says Davis, 34. "But I knew it would come true. I see Peter . regularly, and his predictions have been right about many incidents in my life." But "VegaS" may be back next year. We have learned that producer Aaron Spelling has been secretly negotiating with CBS brass to pick up the former Top 10 hit. If the show does jump networks, it would be an almost unprecedented move. It is crucial to Spelling that the show survive at least one more year. To go into successful syndication, a series requires four seasons worth of episodes--one more than "VegaS" has now. TV BACKSTAGE: Luciano Pavarotti, it seems, really is as genial and jovial as his public image. The world-famous opera singer, who is currently making his film-debut in MGM's musical comedy, "Yes, Giorgio!," organized a pic nic for his co-stars Kathryn Harrold and Eddie Albert, as well as director Franklin Schaffner and producer Peter Fetterman. Taking a well-earned rest from the hectic shooting schedule, Pavarotti ordered up the hampers and laid on a seaside feast for his friends away from the film set where the talented tenor has been drawing crowds of sightseers all week, not to mention the one hundred thousand people who turned out for his free concert at Boston's Hatch Shell. TV CLOSEUP: Flo is dead ... and Polly Holliday, the ac tress who created the brassy character, killed her. That is the charge being made by bitter cast and crew members after the cancellation of the prime-time CBS show. "Polly's demands were outrageous," says one regular on "Flo," which was a spin-off from the highly rated "Alice." "She was very arrogant and would have good scripts rewritten to fit her ideas of what the show should be like. Good scripts were turned into nutty ones just so the Flo character could yell and scream a lot. In a lot of the scripts there was just no story, nothing for the viewer to watch. And not much for the other actors and actresses to do. Believe me, they didn't like that. You could feel the nervousness and anger on the set." A top Hollywood agent clairfis the atmosphere was so bad that he refused to book his actors into guest shots on the show. "I wouldn't let any of the clients I work with appear on 'Flo.' No guest star needs the kind of treatment people were getting there. It's too bad. At first the show seemed to have real possibilities. Everybody like the character Flo when she was on 'Alice.' She was down-to-earth and fun ny. But Flo changed on her own show--she wasn't funny, merely loud. And Polly changed too. Being a star went to her head. She didn't know how to treat people around her."
