Aug. 7,14 & 21,1981) No. 810368 Legal Notice DECLARATION OF AN INDIVIDUAL'S INDEPENDENCE When in the Course of Human Events, it becomes necessary for an Individual to dissolve the political bonds which have connected him with others and to assume among the Powers of the Earth, the separate and Equal Station to which the Laws of Nature and of Nature's God entitles him. a decent respect for the Opinions of Mankind requires that he should declare the causes which impells him to the separation. 1 hold these Truths to Self Evident, that all In­ dividuals are Created under Natural Law,, they are endowed by their Creator1 with certain Unalienable Rights, that among these are Life, Liberty, and the Pursuit of Happiness, and that to Help Secure these Rights Governments are instituted among Individuals, deriving their Just Powers from the Consent of the Individuals, that whenever any form of Government becomes Destructive of these ends it is the Right of the Individual to Alter or Abolish it, and to institute new Government, laying its foundation on such Principles, and organizing its Powers in such form, as to him shall seem most' likely to effect his Safety and Happiness. Prudence, indeed will dictate that Governments long standing should not be changed for light and transient causes and accordingly all ex­ perience has shown, that an Individual is more disposed to suffer, while evils are sufferable, than to right himself by abolishing the forms to which he is ac­ customed. But when a long train of Abuses and Usur- Ktions, pursuing invariably s same object, evinces a Design to Enslave his Mind, reducing him under Absolute Despotism, it is his Right, it is his Duty to throw off such Government, and to provide new Guards for his Future Security. Such has been the patient Sufferance of Productive Individuals and such is now the necessity which constrains me, having reached the Age of Reason (being 21 years of age on this 15th day of July in the year of the Lord Nineteen Hundred and Eighty-One), to Alter today's Pseudo American Government. The History of the present Pseudo American Government is a History of repeated Injuries and Usurpations, all having in direct object the establishment of an Absolute Tyranny over the In­ dividual s Mind and Body. To prove this, let facts be submitted to a candid World. The Congress, its Bureaucracies, the Executive Branch, the Judicial System, the State Governments, and the Local Governments have: Combined with others to subject the Individual to a Jurisdiction Foreign to the American Constitution, and unacknowledged > by Law giving their assent to their acts of pretended legislation (the United Nations and the Bureaucracies.) Violated the Trust and Responsibility which In­ dividuals placed in them by creating Bureaucracies which are Irresponsible and not accountable to the In­ dividual. (Try to set an Internal Revenue Service Bureaucrat to sign an af­ fidavit that he has helped you fill out any form correctly). Erected a Multitude of new offices, and sent forth Swarms of officers to Harass Individuals, and to eat out their Substance (the Thousands of Bureaucrats in the Occupational Safety and Health Administration, the Internal Revenue Service, the Department of Energy, the Department of Education, the Bureau of Alcohol, % Tobacco and Firearms, the Department ind Urk g and Urban it, and so forth). of Housing. Development Passed laws that are Unusual, Uncomfortable and Ambiguous for the sole Surpose of fatiguing In-ividuals into Compliance with their measure (the licensing of "professions" or any Code which is written, such as building codes, the Internal Revenue Code and Safety Codes, and so forth). Violated o the most Valuable Laws protecting Individual Freedom, altering fundamentally the form of thee American Government ^ the Laws protecting the Individual's Property Rights were abrogated with the Doctrine of Eminent Domain). Tried to render Law Enforcement Agencies and the Military Independent of and Superior to the Rights of the Individual (Gun laws and the Draft). Abrogated the Individual's Right to Private Property, particularly the Right to own and without fear of con­ fiscation (property taxes. g;rsonal property taxes ana minent Domain). Consistently refused to Protect the Individual's Right to make Contracts with other Individuals on terms that both parties Voluntarily agree upon (for example yellow Dog Con­ tracts, Minimum Wage laws, until 1979 Contracts in Gold and Silver were illegal, and others). Passed laws violating the Individual's Freedom and it has then exempted itself from these very same laws (the History of the Railroad Industry or Social Security). Aug. 7,1981) No. 810365 Speaker Handicapped Retreat '81 Summer vacation is a great source of renewal for everyone but the physically ,t handicapped rarely have this opportunity because of limited accessibility. Summer Retreat '81 has been planned by United Cerebral Palsy of Blackhawk region to meet the physical and psychological needs of the handicapped at Inspiration center, a fully accessible area, in Walworth, Wis. From Aug. 9 to Aug. 15, a busy schedule will include recreation, socialization and chances to discuss areas of mutual concern such as self image, nutrition, con­ sumerism, and how the world views the handicapped person. The camp is open to any physically ~ handicapped person in the 10-county Blackhawk region of nor­ thwestern Illinois. Cerebral palsy need not be their disability. Those already enrolled come from all parts of this area. Participants' expenses for the seven-day, six-night retreat have been kept to a minimum by using existing agency staff and volunteers wherever' possible but will still be about $200 per per­ son. So that all persons who can benefit from the retreat can attend, a sliding scale is being offered but donations are desperately needed from the general community to make up the difference. Donations in any amount are being accepted and it is hoped that local groups throughout JoDaviess, Stephenson, Winnebago, Boone, McHenry, DeKalb, Ogle; Carroll, Whiteside and Lee counties will fund $100 scholarships perhaps to honor - past or present members of their group. Programs are being presented using resources from the local area and include a discussion of "Who am I?", how to deal with stress and tension, consumer problems, and nutrition. The center's facilities will be used for leisure activities and crafts and special events such as a boat ride on Lake Geneva and a hayride have been scheduled. A special program is scheduled for visitors' night on how families deal with their handicapped adult member. United Cerebral Palsy of Blackhawk region is a not- for-profit agency established to serve the needs of persons with cerebral palsy or related disabilities. In ad­ dition to $umqier retreat the agency provides (l) a Growth and Development clinic located at Rockford Memorial hospital for developmental screening and referral for medical intervention or therapy when necessary; (2) Outreach program to work with families of high risk infants and to follow any person with cerebral palsy during their lifetime, the Outreach worker functions as a partner with the client to help them reach their highest functioning level. Services include early in­ tervention, public education, school age services and the development of needed facilities in the client's home area. (3) Adult Day program begins with assessment of individual functioning, continues through goal setting and includes academic skills, physical and speech therapy, living skills and therapeutic ac­ tivities such as music, art and crafts. The program is located at the agency offices at 1120 North Main street in Rockford. Barbara Doty-Olsen, program director ofU C.P., is serving iis retreat coor­ dinator and can be con­ tacted for information, applications, or to receive donations. Deprived Individuals in many cases of the benefits of Trial by a Jury of Their Peers (Tax Courts, any Bureaucracies Action of Law Enforcement). Consistently enforced a of Involuntary Ser­ vitude on Productive In­ dividuals by Forcing them to erform services without Co ig dividuals to collect and to be accountable for the collection of Taxes, such as Income Tax and Social Security Taxes). Violated the Individual's Right of receiving greater Rewards for Increased Productivity by Penalizing the Productive Individual and Rewarding the Un­ productive Individual (the Progressive Income Tax). Abrogated the Individual's Right to exercise Free Choice in the Market by s u p p o r t i n g i n e f f i c i e n t businesses and limiting the Freedom of others (Small Business Loans, supporting THOMAS EAVES The Church of Christ, 401 N. Oak street, in Crystal Lake, will sponsor a series of lessons Sunday through Wednesday, Aug. 9-12, subject, "The Essentials of the Faith". The speaker will be Thomas Eaves, of Cookeville, Tenn. These six lessons will ill be devoted to the most basic elements of the Christian faith. There is no charge for admission, and no collections will be taken. All people in the area are encouraged to attend these six lessons. 'The advice is that when a woman reaches 65 she should check carefully to determine whether she is still covered by the policy, if she is older than her husband. Here is an example of what can happen: "A friend who was not covered by Social Security discovered the hard way- which was when she most needed the coverage-that the group insurance plan in operation where hsr husband was working while he was undet 65, dropped her from his policy when she became 65. She suddenly found out that she had no insurance protection for illness or accidents. "My husband was more careful He ascertained in advance that his group policy would provide sup­ plemental insurance for me after age 65. (Fortunately for me I also have Medicare.) However, several months after I was 65 we realized that the premium being deducted on my behalf from his monthly retirement check had not been reduced as it was supposed to be. The over­ sight was corrected when he wrote them, but we did not ge(l a refund. I We are planning for the he becomes 65 this summer. Since the county government for which he works seems to change its group insurance carrier frequently, we are checking into other possibilities for supplemental insurance.
