Chuck Bartels, owner of Manpower's McHenry of fice, said, "overall, 13 percent of the area em ployers polled plan to hire additional workers diving the fourth quarter (October, November, December), down significantly from the 27 percent with similar in ns one year ago. 17 percent expect staff reductions, 67 percent plan no change in staff levels 5nd 3 percent are unsure of ieir hiring plans.'" In a similar survey con ducted one year ago at this time, 20 percent expected staff reductions and 53 percent predicted no change in staff levels. Local job opportunities are predicted by non-durable goods manufacturers. Staff reductions are expected by service employers and durable goods manufac turers. McHenry area results are less optimistic than those reported nationally and regionally. Employers nationwide predict hiring activity to remain sluggish through the end of the year. Of the 10,000 U.S. employers In over 300 cities polled, 23 percent plan to hire additional workers during the next three months while 12 percent expect staff reductions. These figures are similar to those reported one year ago and are approximately the same as survey results of the past two quarters. Construction employers were the least optimistic of all employment sectors with slightly more firms ex pecting to reduce than to increase staff levels. Eighteen precent of em ployers polled plan to hire additional workers during the fourth quarter, down significantly from the 30 percent who had similar intentions last quarter, but similar to the 19 percent with like intentions one year ago. Hasten said last Friday. The refunds, made possible by a lawsuit brought against the State of Louisiana regarding an illegal tax on natural gas, will mean that typical Illinois residential gas users will get an average $10 reduction on their gas bills. The refunds, which will range from about $9 to $12.50, will be phased-in through the 'purchase gas adjustment factor' over a period of 12 to 22 months beginning this month. The phased-in approach was accepted by the parties in the suit because the tax revenue is invested in cer tificates of deposit which mature at different times through June, 1983. Im mediate release of all tax revenue would cost Illinois c u s t o m e r s i n t e r e s t penalties. Northern Illinois Gas Co., which serves about 1.4 m i l l i o n c u s t o m e r s , estimates refunds will be $10 per customer. GET MIMED! Jowiak explained that there are several rate "brackets" for local telephone service, based on the number of phones that can be called in the area without a toll charge. When the number of phones in a calling area exceeds the limit of its bracket, such as in McHenry, the next higher rate bracket applies. Under this sytem, ex changes throughout Illinois Bell's territory with similar numbers of telephones that can be called without a toll charge are placed in the same bracket.
