To help these young consumers get more for their money, a new 4-H clothing project is now available to McHenry county youth, Weilbacher says. The project, designed for pre- teens and teens ages 9 to 19, offers participants a variety of ways to learn and practice consumer decision-making skills, especially those related to the selection, purchase and care of their own wardrobes. Through the project, participants learn: -- To analyze their war­ drobes to determine gar­ ments that need to be pur­ chased. - To understand the meaning of various apparel terms. - To understand the characteristics of fabrics and how to care for their clothing. - To plan a clothing budget. To interpret and evaluate clothing ad­ vertisements. -- To evaluate purchases. Project participants age 14 and older also have an op­ portunity to tour local businesses and discuss clothing-related careers with managers, to develop a financial plan for purchasing items that involve a sub­ stantial investment and to study the influence of ad­ vertising on buying habits. Activities for younger 4- H'ers include exercises in comparison shopping for specific items and distinguishing between needs and wants. Nursing Home Rule Change Pleases Klemm Nursing home contracts will no longer require a resident to give seven days' notice of death in order to terminate the contract, under a bill signed by Governor Thompson, state Rep. Dick Klemm (R - Crystal Lake) announced. Rep.Klemm, co-sponsor of the bill, explained that the Nursing Home Reform Act of 1979 required nursing homes contracts to state that "if a resident dies or is compelled by a change in physical or mental health to leave the facility, the con­ tract and all obligations under it shall terminate on 7 days notice." House Bill 626 strikes dies or from the contract requirement. "The 'dies or' clause was meant to protect nursing homes, but instead it just made residents and their families afraid to sign the contract," Klemm said "Families feared having to continue payments if they couldn't give 7 days notice of the resident's death." Rep. Klemm explained that despite the potentially harmful clause, there are no known cases where it has been used to force an ad­ ditional seven days' payments out of families. "Nursing homes have been very good about not enforcing the 'dies or' part of the contract," Klemm said. "However, the potential for abuse was there and it needed to be eliminated."
