DECEMBER Hawks and owls have always played a vital role as living mousetraps in the natural world, but only recently have they been granted protected status by the federal and state governments. And although it is now illegal to shoot, trap, poison or harass them, there is no law against en joying these magnificent birds. The winter is a good time to observe raptors (birds, such as hawks and owls, that seize their food with their talons). The barren land scape makes them easier to see; the soaring hawks become sitters; and there is also an influx of northern raptors. The common red-tailed hawk and the robin-sized kestrel or sparrow hawk, both year-round residents of this area, change their hunting patterns in winter and become sitters. They will spend many hours in a tree or on a telephone pole or wire scanning the ground below for their meal. The winter influx of birds from the north include many low fliers. Rough legged- hawks, marsh hawks and short-eared owls are all species that hunt by criss crossing the fields, stopping to hover whenever an in teresting movement catches their eye. The accipiters-sharp- shinned and Cooper's hawks- • are usually observed near bird feeders during winter. These agile forest dwellers are attracted not only to the large concentration of birds, but also to the occasional mouse that comes to feed on dropped seed. The owls of the area are harder to observe because of their basically nocturnal habits and their excellent camouflaging plumage. Dawn and dusk are the best times to look for them. The resident great-horned and screech owls are joined by the tiny 6-inch saw-whets, the long-eared and short- eared owls and occasionally the majestic snowy owl from the arctic. Winter is an endurance test for all wildlife- raptors included. Young inex perienced birds of prey have a harder time finding food since mice can tunnel safely under the snow. The nor thern birds, unfamiliar with the civilized world, run the risk of flying into cars or fences, high wires, buildings and windows while pursuing their prey. When hard-pressed a raptor will feed on carrion, and they may become caught in an illegally baited trap. While the bird may appear unin jured, its feet are almost certainly damaged by the loss of circulation and the cold temperatures. This means slow starvation for a bird released from a trap. If you should find an injured or starving bird, call Sally Joosten, director of the McHenry County Con servation District's Wildlife Rehabilitation Project at 815-338-3276 or the district office at 815-338-1405 or 815- 678-4431. Like any wildlife, sick and injured hawks and owls need specialized and expert care to make sure that dietary and housing needs are met. Amateur care could further jeopardize the bird's health, so be sure to call for help or advice. Dec. 31 Deadline For Some License Plates Midnight Thursday, Dec. 31, is the deadline to display miscellaneous calendar- year license plates, Secretary of State Jim Edgar said this week. Edgar explained that annual recreational vehicle and trailer plates, two-year plates for charitable vehicles and buses, farm trucks and trailers and school buses, and permanent plates for municipal vehicles are available by mail or may be purchased over the counter at his three major facilities in Chicago and the Centennial Building and Dirksen Parkway facility in Springfield. Annual plates for com muter vans, fertilizer spreaders, amateur radio operators and consular vehicles, two-year plates for ceremonia l , e lec t r ic , exempt, antique and drivers ed vehicles, and permanent state plates are available by mail or at the Centennial building in Springfield. Edgar said that motorists mailing applications should send them as soon as possible to beat the Christmas rush. It takes longer to deliver license plates than it does for ex piration stickers. Deadline for display of calendar truck plates, under the provisions of the Illinois Vehicle code, has been ex tended to midnight, Feb. 28, 1982, the uniform date in all states for display of these plates. Edgar explained that the plates included in the deadline extension are 1981 Illinois apportionment plates under the In ternat ional Registration Plan (IRP) for trucks, and prorate base plates and decals.
