In January of 1982, there were 69 fatalities as a result of 65 accidents, a 50 percent decrease from the 138 provisional fatality total for January, 1981, and a 38.4 percent decrease from the 112 provisional fatality total for January, 1980. These provisional figures are released by the Illinois Department of Tran sportation and the Illinois State police. In all January, 1982, ac cidents, 17 pedestrians were killed in 17 accidents and two persons were killed in two railroad crossing accidents. By Kurt Begalka SHAW MIDI A NEWS SERVICE Village residents can lay aside fears that their sewer system belongs in the gutter. Brian Jensen, project engineer for Bleck Engineering Co. of Waukegan, told the village board last week that the system is in far better shape than anticipated. "It would be better to leave the system as it is and continue to transport and treat waste," Jensen said. He said the village could expect to save a maximum of 30 percent on infiltration and inflow if the entire system were rejuvenated. "That's not cost effective," Jensen said. Infiltration refers to the seepage of ground water through defective joints in the clay pipe and through the walls of manholes. Inflow refers to water added to the sewage flow through roof leaders and sump pumps. The danger is that a serious infiltration and in flow problem eventually might cause a plant overload. If an overload occurs, a greater volume of water than the plant can handle builds up. The pressure pushes the con taminated water through the system before it can be treated effectively. Jensen found the current infiltration and inflow is far below federal En vironmental Protection agency danger guidelines. The standard when the system should be re evaluated is 6,000 gallons per day, per mile of 1-inch diameter pipe. "Richmond's seepage is roughly half as many gallons," Jensen said. The scare that stemmed from the heavy rains in the spring of 1979 and caused such concern is a rare event. Jensen said that even if the plant does "hydrolically overload." sewage will be diluted to the point that the output will not pose a serious environmental threat. A $38,000 multi-part study is being conducted to determine the long-range demographic and economic effects on the village sewer system over a 20-year period. Jensen said that although the village treat ment plant can ac commodate additional lines, another plant probably will have to be built in the future. He said projections show Richmond's population increasing from 1,112 to 6,500 by the year 2000. In another engineering matter, the board opted to hold the $300 payment for a report submitted by Donohue and Associates from Sheboygan, Wis. "As the report stands today, it is basically useless to the village," board President Bruce Hunter said. "We're going to have to start all over again from point zero." The report was to be a summary of discussions carried on last year with developers, village officials and Donohue on such matters as population density, traffic patterns, sewage and water, schools and the impact of annexing a proposed residential- industrial area into the village. It turned out to be a "philosophical dissertation on the merits of an nexation," Hunter said. The 105 acres targeted for development is located north of Richmond near U.S. 12. Hunter said everything is now in limbo until more study and ideas are generated.
