Northwestern Alumni Award Made To Gould CHESTER GOULD Chester Gould, the creator of the world-famous comic strip, "Dick Tracy", received Northwestern university's Alumni medal at the university's annual Alumni Awards banquet April 17 at the Exmoor Country club, Highland Parte. Gould resides in Bull Valley, between Woodstock and McHenry. The Alumni medal is the mark^of highest distinction granted to Northwestern alumni who have achieved eminence, and who have rendered exceptional ser vice to the university. Gould was an aspiring young artist when he enrolled in the Northwestern evening division, now the Division of Continuing Education. He took night classes so he could work in Chicago art studios during the day, developing ideas for comic strips. He received his degree from Northwestern in 1923. Gould developed a comic strip based on a detective he called Plain-Clothes Tracy. He submitted the idea to Joseph Medill Patterson, publisher of the Chicago Tribune. Patterson bought the comic strip in 1931, but suggested changing the name to "Dick Tracy". "Dick Tracy" still en tertains 38 million readers in 700 newspapers throughout the world. Although the 82-year-old man' has • retired 1 from drawing the strip, his im print still remains on the adventures of the detective who was the first crime- fighter to foil criminals with both physical and in tellectual abilities. Tracy became a prototype for hundreds of other fictional detectives in novels and films during the last SO years. The "Dick Tracy" strip, which had an enormous influence on public aware ness of crime prevention and police work, also em phasized modern technology in crime detection. Tracy's two-way wrist radio, in troduced in 1946, was followed by an instant voice recorder, a ring camera and a battery-powered television camera for surveillance in stores - all of which have since appeared in fact, as well as fiction. • He was honored in 195S with the " Alumni Merit award, presented to alumni who have distinguished themselves in their professions so as to reflect credit on the University. Gould, who originally studied law as a career, also is a life member of the John Henry Wigmore club at Northwestern's School of Law. Gould's many awards include the Order of Achievement from Lambda Chi Alpha; a recognition award from the Easter Seal Society for his contribution to public understanding of crippled children and adults; induction into the Chicago Journalism Hall of Fame; and the prestigious Outstanding Cartoonist of the Year award in 1959 and 1977 from the National Cartoonists society. Hearing On Auto Pollution Control Representatives from Industry, Government and public interest organizations gathered in Oak Park Saturday, April 17, to tell the Illinois Environmental Protection agency their views on what sort of automobile related pollution controls should be required over the next decade in the Chicago Metropolitan area. By this summer the state must decide what additional mandatory measures will be placed on industry or motorists to bring down carbon monoxide and ozone pollution. Current federal law requires states such as Illinois that may not meet the 1982 Clean Air deadline to institute a Vehicle Emission Testing program, or face growth restrictions and loss of federal dollars. The Illinois EPA has op posed vehicle testing. Complicating the task of revising the Chicago Air Pollution Control plan is the debate in Congress over the renewal of the Federal Clean Air act. The USEPA is supporting auto-maker proposals to relax new car tailpipe PAGE 3 - PLAIN DEALER. standards. If those relaxations are allowed, it would be very difficult to achieve Clean Air Standards according to Illinois EPA studies.
