Walz CBS's weakness is its mediocre daytime lineup, which consists of old game shows, reruns of prime-time shows and poorly rated soap operas. In order to boost its day time fortunes, the network recently unveiled "Capitol," a titillating soap opera. "Capitol," which focuses on a bitter Washington, D.C. family feud, features an all-star cast that includes Con stance Towers ("The King and I"), Carolyn Jones ("The Addams Family") and Rory Calhoun ("The Texan")*. Clarissa McCandless's (Miss Towers) handsome pilot son Tyler (newcomer David .Mason Daniels) returns as a national hero following a Middle East dogfight. Tyler's grandfather (Calhoun) spurs him to run for the congres sional seat, presently occupied by Trey Clegg III (Nidholas Walker), the McCandless's family foe. But the deceitful Myrna Clegg (Miss Jones) will stop at nothing to destroy the McCandless family. Complicating matters even further is the love triangle that exists between Tyler, sexy reporter Sloan Denning (Deborah Mullowney) and Julie Clegg (Kimberly Beck- Hilton) , who doesn't approve of the internecine bickering. And those are just the basics of the "Capitol" plot line. The many other subplots and characters hinder more than they help. The show's premiere episode was disappointing, but subsequent episodes offered crisper writing and better acting. If the writers can work out all the kinks, "Capitol" could become the most talked about daytime drami' since "General Hospital."
