The work to install this equipment, which will provide for the continued expansion " of customer telephone services in the Wonder Lake area through June, 1965, began Jan. 15. According to spokesperson Rut- hamm Voiles, "This project is part of General Telephone company's ongoing construction program to meet the communications needs of our customers in the Wonder Lake area." Reduce New Car Financing Philip R. Oeffling, assistant vice- president in charge of installment loans, McHenry State bank, has an nounced a drastic reduction in new car financing. Oeffling said that during the month of August, McHenry State bank will offer loans on new cars purchased in McHenry at the rate of 12>4 annual percentage rate. Oeffling said that the McHenry State bank has always been a leader in automobile financing. He com mented that the area consumer and the McHenry community was for tunate in having so many excellent dealerships in McHenry. Thomas F. Bolger, persident of the bank, stated that the mortgage loan promotion offered by the bank during the month of June was most suc cessful and stimulated activity in the Edison Clean Bill Of Health For Plant The Nuclear Regulatory commission said this week that Commonwealth Edison company should be allowed to proceed with start-up testing at the LaSalle county Nuclear Generating station. The NRC, which announced the results of an 11-week Investigation, said allegations that faulty con struction had made the plant unsafe were unfounded. The allegations were made by Illinois Attorney General Tyrone Fahner and a consortium of anti-nuclear groups. real estate market. Bolger said that because the new car dealers were such an important part of the McHenry business community, the bank felt a responsibility to help promote new car sales in McHenry. He said that even though com petition for deposits from the unregulated money market funds has driven rates to historically high levels, the local bank still has a responsibility to offer consumer loans at rates the bank's customers can afford. Bolger said the bank's profitability depends totally on the prosperity of the local community and for this reason the McHenry State bank will continue to look for ways in which to stimulate the economy in the McHenry area. "The number and timing of these charges made some delay in our start up testing program almost inevitable," said Edison Vice- President Cordell Reed, who estimated that the 18 days the program was delayed could cost northern Illinois consumers as much as $10 million due to the higher cost of replacement power from fossil fueled generating stations. Unit 1 at the plant is scheduled to begin commercial service in September. The sleep needs of babies vary just as greatly as those of adults. Car crashes are by far the leading cause of death for persons 15 to 24 years of age. Of the 48,500 15 to 24- year-olds who died in the United States in 1978, 19,164 died in motor- vehicle accidents, according to the National Safety council. A1 Lauersdorf, of the Council's Traffic Safety department, said "drinking, speeding, and inex perience combine to make many young drivers unsafe drivers." Alcohol and drugs are a factor in half of all fatal motor-vehicle ac cidents, but the percentage is even higher for young drivers, he noted. v€(ldfPWfftO?Or For Involvement in alcohol-related ac cidents for 18 and 19-year-olds stands at 42 per 100,000 population as opposed to 28 for the driving population as a whole. "For over 70 years our nation has dealt with drunken drivers primarily on a theory of 'don't drink and drive,' " Lauersdorf says. "We have learned that is not enough." Fast speed is another major reason for fatal car crashes by young drivers. More teenagers are arrested for speeding than for any other moving violation. "Speeding on curves is a common cause of single vehicle ac cidents and of fatal accidents," he said "Young males take greater risks than other drivers do." The National Safety council says that enforcement of the 55 mph speed limit is one of the most effective ways to curb traffic accidents. The national speed limit, which was enacted in early 1974, is the nation's single best device for saving lives and preventing injuries from motor-vehicle mishaps, according to the council. The National Safety council estimates that one quarter of the adults who died last year in motor- vehicle crashes might be alive if they had taken the time to strap on their lap and shoulder safety belts. "Unfortunately," he says, "only one out of 10 persons use safety belts, and I'm afraid that percentage may be even smaller for young drivers." Crane Campaign Kathleen C. Harper, of Crystal Lake, has been named McHenry county coordinator for the reelection campaign of Philip M. Crane (R. Mt.
