The municipalities, townships and county must agree on a funding for mula for council operations, and 90 percent of the municipalities and townships must agree to participate in the funding by Jan. 1, 1993. In addition, the council bylaws must be amended to include municipal, township and county representatives on the council board of directors. While the county board action does not commit them to a particular funding formula or building, Ed Buss of McHenry, chairman of the board senior citizens task force, and Crystal Lake Mayor Carl Wehde have been promoting a couple ideas to municipal and township officials daring the Under one plan -- received more favorably by officials -- the county would pay about 9160,000 for a building in Crystal Lake, and the municipal!tiea and townships would raise a projected *75 ono for programming. Municipalities also would continue to operate the present senior centers in their communities. According to the proposed formula, municipalities would pay 12.70 for each senior residing in cities and villages. To offset the cost of the municipal senior centers, townships would pay 91.10 for each senior within municipal boundaries, plus 92.70 for each of the remaining seniors in the county. At a meeting of municipal officials in Woodstock, City Councilwoinan Joan Mansfield suggested con tributions based on per capita populations would be more equitable because funding based on senior populations would be unfair to municipalities which already sub sidize senior facilities or have larger senior populations. Wehde said the proposal is flexible and the details of a definite formula could be worked out later. He added the important thing at present is to have a favorable consensus for the countywide plan among municipal and township officials.
