Willow lane, McHenry, has been officially ac­ cepted into the U.S. Military academy's Corps of Cadets as a member of the class of 1986 during the annual acceptance parade. The parade followed sixe weeks of rigorous basic cadet training at the West Point, N Y. academy. Training in military customs and courtesies, drill and physical conditioning, tac­ tical exercises and the firing of weapons introduced the basic cadets to military life with special emphasis on leadership, duty, honor country. I The academy is a four-year educational institution graduating men and women to serve as career Army officers. In addition to military training, the academy offers athletics and an academic curriculum which includes basic and engineering sciences, social sciences and the humanities. He is presently on leave until the latter part of September. by Kurt Begalka In the wake of allegations by area residents that fertilizing operations at Hillview Farms Inc., Richmond, are unhealthy, public outrage is moun­ ting. . -- •' • Frustrated property owners brought their case before the Rich­ mond village board last week and are planning to do the same before the Richmond township board. Village Trustee Carl Metz summed up the citizens' position at the board meeting this way: "... No one will be satisfied unless (the farm's) permit is withdrawn." The focal point uf Luis pressure is Arnold N. May, owner of the farm near Solon and Hill roads. May said the smell resulted from about 5,500 head of livestock he was raising on the property. But the cattle were shipped out "weeks ago" and only about 200 of the 3,500 hogs are left, according to Hillview sanitarian Charles Kirkpatrick. Kirkpatrick said the smell is "mostly gone.... We haven't spread ^j(4artijii¥er) in the last ; smell remains he - side hog lots which have not dried out. Petition organizer and Richmond resident Elaine Jarr is not convinced. She and many of her neighbors are worried that their water supply might be contaminated with heavy metals from the industrial sludge May uses. They are worried nothing will be done. Authority over such matters falls with the Illinois Envrionmental Protection Agency. The man at the EPA in charge of this region is Ted Denning, manager , of field operations for the division of water pollution control. From his office in Maywood, he dispatches a half dozen inspectors to cover nine counties. Denning acknowledges that although his office is monitoring the situation, it has conducted only one major inspection on May's property this summer. He attributes that to his case load and budget restraints. The office is investigating 20 water cases, and just one man is responsible for both McHenry and Kane counties. Denning said May "seemed to be doing everything in accordance with the permit." He added that odor cases are difficult to prove. "The best evidence is from the people who are there," Denning said. "The more specific, the better." He suggested residents might take their case to the Illinois Pollution Control Board, established under the federal Environmental Protection Act. Wayne Wiemerslage, staff attorney for the state EPA in this region, also cautioned a solid case is necessary. Evidence must be carefully collected with dates, times and other pertinent conditions noted. The five-member pollution board drafts and rules on pollution laws, Wiemerslage said. People may file an informal or formal complaint with the board in Chicago. Informal complaints are referred to the EPA for investigation. Formal complaints result in a hearing with testimony before the board, which then renders a ruling. Wiemerslage said May could be violating the Environmental Protection Act or air pollution Sidelines by "interrupting others' joyment of life and property." He said the act is enforced by county state's attorneys and Illinois attorney general. Allen Keller, manager of the watershed unit for the EPA's permit section, said he is unaware of any permit violations on May's part. He said his office requires May to test the wells regularly and send the results to Denning. The EPA does not specify who may test the wells and does not oversee the testing in person, Keller acknowledged. But he said the quality of sludge and application procedures are specified in the permit. Sludge must be injected into the ground and fer­ tilizing cannot take place while it is raining or on top of snow because of runoff.
