Billy Squier REVIEWS Willie Phoenix (A & M) -- From his photograph, you would immediately stereotype Willie Phoenix as a reggae artist: He's black, and wears his hair in "dreadlocks." In he's a power rocker with a ' style somewhere between Jimi Hendrix and Bruce Springsteen. The standout number-on his debut LP is the five-and-a-half-minute "New York Is Burning." Billy Squier -- "Emotions in Motion" (Capitol) -- Billy Squier, the one-man Led Zeppelin clone, sold a jillion copies of "The Stroke" -- and he has rewritten the song 10 times for his follow-up album.
