The hearing will be conducted by the Budget and Finance committee of the Illinois state board of education from 1 to 4 p.m. in the County board conference room of the St. Clair county building. Two hearings are being conducted by the board's Budget and Finance committee as part of its process of developing the FY 84 budget for elementary and secondary education. The second hearing has been scheduled for Nov. 18 in Chicago. Committee Chairman Walter Naumer said the committee is par­ ticularly interested in hearing testimony on the full resource needs of schools. The state board will be developftig, for release in January, a statewide analysis of FY 84 resource needs for schools. A proposed FY 84 budget will be adopted by the board in February. "The state board of education believes that public participation is essential to responsible decision making in government," Naumer said. "These hearings give us an opportunity to hear directly from local individuals about the needs of local schools. Such testimony is a substantial part of our deliberations in formulating a budget recom­ mendation for Illinois schools."
