Special Issues Voters in the Nov. 2 general election will asked to express a preference on two special issues. ^ One concerns a proposed amendment to Section 9 of Article I. BAIL VOTE It deals with the category of persons who may be denied bail under the Illinois constitution. The present constitutional provision permits denial of bail only to persons charged with offenses punishable by death where the proof is evident or the presumption is great. If the people of Illinois adopt this proposed amendment, persons charged with offenses for which a sentence of life imprisonment may be imposed may also be denied bail where the proof is evident or the presumption is great. TBTAX to be decided by the voters concerns a tinuance of TB care and treatment tax in McHenry The second proposition for county. It reads: "Shall the tax for care and treatment of persons afflicted with tuberculosis be discontinued"? Each vote must be approved by a simple majority to be enforced. General Election Candidates County Offices present levels of funding despite cutbacks. I hope the governor will sign my non-game checkoff bill when it comes before the next session of the General Assembly to provide additional funds for conservation. 2--"The Illinois Constitution already includes the Equal Rights Amendment and the Illinois General Assembly has enacted a round of legislation to guarantee equal opportunity here in Illinois. In addition, we have a legislative commission on the status of women, which has been extremely vigilant and the governor's office has been an advocate for women. However, Illinois has not passed the Equal Eights Amendment, which I happen to support. 3--"As I understand President Governor Contenders of Revenue office, Illinois Department of Revenue, five years in insurance business and personnel. Answers to Questions 1--"Transfer of responsibility from federal to state will be a dismal failure if the state governments see this only as a dumping of programs. Preserving our heritage is essential for the next i Politic ru"T Reagan's economic proposal, he is suggesting swapping programs so for the next generation and funding to that they become either all federal or do this would be supported by me.' 2---"I do not see Women's issues as all state. The total impact of this proposal on the State of Illinois is not* vet clear. It does appear that we will be able to maintain the quality of social services in Illinois without a large tax increase. DARLENE DEGENHARDT Darlene Degenhart, 4506 W. Riverdale, McHenry Political Affiliation: Democrat Office Sought: State Senator, 32nc District Occupation: Has held occupational licenses in Illinois for employment counselling, Insurance Life Accident and Health & Securities. Eight years segregated. All issues are women's issues. The lack of jobs needed to support self-sustaining units of people is our biggest need right now for both men ana women. 3--" "The structure of the new leg islature will make the difference and this is currently unknown. I would certainly hope the citizens of Illinois and their legislators will not let people freeze to death, starve to death or die for lack of medical care, for circumstances they cannot control. I would pressure all reasonable avenues to keep this from happening through both governmental ana private action. For Representative JAMES K. THOMPSON Republican ADLAI STEVENSON Democrat Heading the ballot in next Tuesday's general election will be James R. Thompson, present governor of Illinois, a Republican, and his Democratic challenger, Adlal Stevenson. Thompson's running mate, for lieutenant governor, is George Ryan, while Stevenson is being aided in Us bid for the state's top post by a woman, Grace Mary Stern of nearby lake county, who also wants the lieutenant governor's chair. Stevenson hopes to follow in the footsteps >f his father, Adlal Stevenson 11, who was governor of Illinois from 1949 to 1953. Congressional Candidates questions: How do you think you can best serve residents of the 12th Congressional district if you are elected? What is your No. 1 priority for accomplishment? doing will accrue economic benefit to all people in the 12th district as well as the rest of the nation". FOR 63rd REP. DISTRICT of programs, or increased taxes. Which of these will happen is the real question. I believe its too early to tell. d) When federal funding starts to be phased out in 1987, the state will have to establish its priorities and see what revalue it has available to fund these ms. I see tremndous pressures it forth at that time to increase state taxes. Possibly local taxes will be sparecL The key seems to be to determine what programs are really necessary and what programs can be eliminated. I would like to see our present state agencies fry to handle the job without creating more bureaucracy. ESS PHILIP M.CRANE Republican "I believe I can best serve resident* of the 12th district when reelected bj continuing my long term fight tt statutorily limit federal spending; reduce all levels of taxation; cut governmental regulation of our personal, business and professional lives; balance the budget; and provide for a strong national defense. "So far, my effort has resulted in 20 bills which I have sponsored or co- sponsored being incorporated into the tax reduction bill enacted into law in 1981 * "My No. 1 priority for ac complishment is to drastically reduce the size of the federal government and to start to reduce the astronomical federal deficit (over 1.2 trillion dollars) which hangs like a millstone around the neck of all Americans and threatens the future of the unborn. So DAN DEFOSSE Democrat "The job of your congressman wil be to serve as your voice ir Washington. As your employee, : must ask for your input regarding issues affecting our district, ana express your views and concerns in Congress. To accomplish this, our congressional mailing will be 'before the fact', giving you an opportunity to respond directly to issues to be discussed, as opposed to 'progress reports' telling you what happened three months ago. "My priority is dealing with a balanced budget. To accomplish this, Congress must assume its respon sibility of oversight in eliminating rampant waste in our defense spending, and returning Social Security to a sound financial basis. We must eliminate the 'blank check' spending mentality found in Washington today". RICHARD C. KLEMM Richard C. However, nigh on my priority list for funding continues to be environmental protection and conservation. For example, my bill (HB-847) would have addressed this very issue by allowing local in< no tax increase. 2--"I am optimistic that more and more Illinois legislation will deal with women's issues. Even those who oppose ERA are beginning to realize that women are a powerful economic and political force. Legislators are beginning to address women's issues with serious consideration. In my opinion, it's about time. 3--"a) Initially, Illinois should be able to handle programs without cuts. If this is so, I see no problem with the quality of social services in Illinois under the New Federalism proposals, b) In addition to turning the federalism programs over to the states, Reagan's New Federalism proposal would provide a temporary federal trust rund to help them with the costs of these programs. If this does happen, I see no need to raise taxes in Illinois to help these programs along. FOR 64th REP. DISTRICT For State Senator QUESTIONS 1. Having the programs administered by the states should reduce some of the bureaucratic red tape, which, hopefully, will provide more money for actual services, b) The impact on state and local taxes in Illinois is as yet unclear how much money would be cut back. I have heard a large discrepancy in the figures. If the amount was small, one could probably fund at the present level.
