The state's relationship to non public schools will be the topic of a long-range planning seminar spon sored by the state board of education Nov. 4. Theodore Sizer, former professor of education and government at Har vard and headmaster at Phillips academy in Andover, Mass., will join Patricia Lines, the director of the Law and Education Center of the Education commission of the States, in discussing state responsibilities toward the non-public schools. Sizer is now chairperson of A Study of High School, an inquiry into American secondary education, that is being sponsored by the National Association of Secondary School Principals and the Commission of Educational Issues of the National Association of Independent Schools. He will present his perspective on the relationship between non-public schools and the state. Ms. Lines will examine state regulation of non-public schools from a legal perspective, including a review of laws and practices in other states. The day's activities will also focus on a State board document: In formational Report and Recom mendations Regarding the State's Relationship to Illinois Non-public Schools, which is currently pending before the board's Planning and Policy committee. The report's findings state that the board does not have enough in formation about non-public schools and their students to sufficiently carry out its responsibilities to those schools and children as required by state law. The State board currently has no regulatory power over non-public elementary and secondary schools in Illinois unless a particular school requests recognition by the board. In that instance, the school would be reauired to register with the board and assure that. it complies with federal and state laws regarding health examination and im munization, attendance, length of term, nondiscrimination, and ap plicable fire and health-safety requirements.
