Bone, Belleville. Bone is the newly elected president of the foundation, which is the charitable arm of the Illinois State Bar association. "Except for charitable activities of government and religious organizations and certain other ex ceptions, all charities that raise or spend more than $4,000 a year must register with the Attorney General's office and be subject to review by that office," Bone said. RTA Adopts Balanced Budget For Fiscal '83 The Regional Transportation Authority board of directors last Thursday adopted a balanced budget for Fiscal Year 1983 (Oct. 1, 1982 to Sept. 30,1983, Chairman Lewis W. Hill has announced. The budget provides for total operating expenditures of $838 million, of which $444 million is ex pected to be paid by passenger fares and other system generated revenues. This will result in a recovery ratio from fares to about 53 percent, again among the highest in the country if not the highest. Sales taxes, federal grants and other public sources of revenue will provide $389 million, a decline from last year due in part to reductions in federal grants. Furthermore, the RTA region continues to be the only metropolitan area in Illinois where transit operations are not supported state funds. jan Hill said, "I would it action today relieves legislature from the sibility to aid in funding operations. RTA's appropriation for CTA in FY82 was about $12 million shgrt of requirements. In FY81 and FY82, the City of Chicago contributed $20 million to CTA operations which should be repaid. ". Suburban rail surcharges should be removed or substantially reduced, and we are on record to refund surcharges already collected. A railroad preventive maintenance program should be undertaken and we cannot continue to rely as much on federal funds." Also approved Thursday was a capital program totalling ,$308 million. This program will continue the RTA's efforts to preserve and improve the transit infrastructure.
