Copies of the Plans, Specifications, Proposal, Contract and Bond forms may be obtained after February 11, 1983, from the Supt. of Public Works, upon payment of $5.00 per set, non refundable. Not less than the prevailing minimum rate of wages as found by the City of McHenry or the Department of Labor, or determined by the court on review shall be paid to all laborers, w o r k m e n a n a mechanics performing work under this con­ tract. Preference shall be given to the em­ ployment of Illinois laborers for all work under this contract in compliance with State • Law (111. Rev. Stat., Chap. 48-269 to 275). All proposals must be accompanied *.by a Certified Check, Bank Cashier'.s Check, or Bank Draft payable to the City of McHenry for ten percent (10 percent) of tne total amount of the bid as provided in the Instructions to Bidders. 4.
