District 2 board member Ed Buss, of McHenry, suggested that if there is a need for landfill sites in the county that there "should be a landfill site in each of the county's three districts" to avoid squabbles on the board. "Hundreds of thousands of dollars will be spent on testing sites. A perfect site will be found and when it comes to the bottom line it will be denied,' Buss said. He said history on the board choosing landfill sites speaks for it self. No members want a landfill site in their district, Buss indicated. District 1 member Cal Skinner, of Crystal Lake, said District l already has a landfill in operation "which I Cared For 975 have been told could handle all county waste for 10 years." IDOT requires the village to pay approximately $45,600 toward the improvement. The village asked the county for assistance in paying a portion of the cost in ordCT to permit completion of I the entire Illinois 47 improvement to the Wisconsin state line and still ? retain critically needed parking in the Hebron business district, Rakow said. He said the county can pay up to 75 percent of the local agency's share of the cost of the Route 47 improvement from its allotment of Federal Aid Secondary funds which accumulate to its account in Springfield. THIS supposedly pro vides the continental atmos phere but in too many cases it's a cosmetic ploy to justify high prices, a la French restaurants in the big cities. ONE will note that these clip joints-for that's really what they are-serve tiny portions. Guests footing steep bills for their meal are often afraid to complain. They shouldn't be. NOT long ago the writer was served an expensive dish that came with special potatoes. Two potatoes about the size of marbles were on the entree plate. The waiter was told to go back and get a normal order of potatoes. THE hustling, dashing about in so many of these phony Latin restaurants gives them away. Waiters dash up to a table, interrupt whoever is talking, always speak in a loud voice which intimidates many and sprint from the table. NAME recognition is a game played for suckers. As soon as management learns a customer has money, or prominence, they go out of their way to address him in a flattering tone and manner. This usually costs about an extra thirty percent. THE genuine continental restaurant will be peaceful, slow-moving and quiet. Waiters won't dash about, will use good manners in taking orders and keep a close eye on bread, butter, water, wtae and other needs. Only this kind of service is fifteen percent tip service. Otherwise, ten percent is sometimes liberal.
