Kays, Jr. (Clerk of the Circuit Court) Marjorie E. Emerson (Deputy) by Angela Burden SHAW MEDIA NEWS SERVICE The McHenry County board last week voted to deny application for an available grant which would fund infant safety seat distribution in connection with a new child passenger restraint law. The new state law, the Child Passenger Restraint Act, which comes into effect July 1, requires infants under two years old to be properly restrained in a child passenger restraint system. Parents or legal guardians will be "required to use safety seats for an infant in a moving vehicle, with the exception of recreation vehicles, except when providing for the per sonal needs of a child. Board member Lou Anne Majewski said a $10,000 grant was available statewide from the Illinois Depart ment of Transportation (IDOT) to help with the implementation of the new law. Mrs. Majewski said the Health Systems Agency of Kane, Lake and McHenry Counties notified the three- county region of the availability of the grant, which would fund programs of 20 to 200 safety seats. She said the grant would be used elsewhere if the county did not apply for it. Mrs. Majewski explained that application must be made through local government with the program to be implemented by a local hospital in conjunction with a community agency or organization. She said McHenry hospital authorities have indicated a willingness to participate in the program with help from the Jayceette organization. The county would serve as a "pass through" entity for the funding, ac cording to Mrs. Majewski. "All monies are reimbursable and (Pub. She said the grant money would be used to purchase child-restraint seats, which could be rented by the par ticipating hospital at a low fee on a monthly basis. "One dollar per month has been suggested as rental for the seats," Mrs. Majewski said. She said it was also hoped that some seats would be made available at no cost to indigent families. According to Mrs. Majewski, in conjunction with the grant the par ticipating agency would agree to provide educational programs on the child safety project, in addition to distribution of the safety seats to parents. In voting against the motion, several board members indicated they did not approve of the new law and would not agree to help im plement it. These words often bring to mind a picture of a fat robin pulling a resisting earthworm from a well groomed lawn. Robins and worms are part of natures balance and worms and lawns belong together too. Recent research has demonstrated that earthworms help to keep lawns from for ming thatch, the un- decomposed layer of organic matter between roots and foilage. Since they do this for us without charge., we might well show our appreciation by not using chemicals that injure them. In addition, they are most active in lawns limited to a pH between 6 and 7. Our proper use of lime may help" the earthworm population and at the same time benefit an early bird.
