Autoists who ventured out on the slippery highways found the going treacherous underneath and nearly impossible ahead, due to the ice clogged windshields. The Illinois 3 percent sales tax was passed by the lower house by a vote of 188 to 48. The bill has the backing of Gov. Horner and will probably go into effect April 1. Among the represen tatives from this district, Bolger and Lyons, voted in favor of the bill and Carroll voted against it. The Northeastern Illinois Planning Commission has announced the thfird year of its program of fellowships in intergovernmental relations. The program is intended to provide direct assistance to local governments in improving their intergovernmental planning and management programs, and to encourage outstanding young professionals to enter local govern ment as a career. The fellowship program was established by the commission in 1981 under a grant from the Metropolitan fund of the Chicago Community Trust. Additional funds have been provided by two foundations. In June of 1983, the commission will appoint as NIPC Fellows, two or three highly qualified individuals who are in the early stages of professional careers in local government or in private sector positions related to local government. Each Fellow will work for a year on the staff of a local government, council of governments, county planning commission, or similar body on a special project which promises a significant con tribution to the improvement of in tergovernmental relations in the six- ' county area. Fellows and projects will be selected on a competitive basis by a distinguished advisory committee comprising representatives of private business, local government, and the academic community. In addition to their project assignments, the Fellows participate in an enrichment program designed to provide them with a broader un derstanding of intergovernmental planning and regional development through contact with leaders in urban affairs in the public and private sectors. The Northeastern Illinois Planning Commission is the comprehensive planning agency for the six-county Chicago metropolitan area. In ad dition to planning, the agency provides technical and research assistance and reviews federal grant requests for local government. Add- ditional information on the NIPC Fellowship program can be obtained from the program manager, James FAUfc 19 - FLAINDKALUK - FRIDAY, MARCH 25,1983 W. Try making a dish from another country with what you find at the ethnic grocery. Involve the whole family. Try making tamales from Mexico, stuffed grape leaves from Greece, or sauerbraten from Ger many. Keep in mind other customs of that culture during your meal. For example, many Japanese dinners are? made with simple foods, arranged in a beautiful manner and prepared so that all flavors balance each other. And. of course, the meal is eaten with chopsticks!
