Methane can be conveniently burned as a fuel, but combining me­ thane with oxygen to form useful products has been an elusive goal of researchers for years. "We approved $4 million in loans last week, which brings the loans to about $10 million since December when the program started," said J. William Wallis, executive director of the Illinois Farm Development Authority (IFDA), The Individual Agricultural Development Bond program is a tax- exempt bond plan designed to help private lenders help state farmers acquire agricultural land, make agricultural improvements, purchase conservation farm equipment or finance soil conservation programs. According to Wallis, the private lender, usually a bank, will arrange the loan and purchase from the IFDA a tax-exempt bond in the amount of the loan and secured by the loan and its collateral. The proceeds of that bond will be loaned to the farmer and that loan and its collateral will be assigned the private lender as security for the tax-exempt bond. An eligible farmer is defined as an individual with a low or moderate net ;• worth, $250,000 or less. The loans may be used to purchase depreciable property, agricultural; improvements and land. The loan maximum is $100,000 for ^ farm land. There is no maximum amount for depreciable property or * - soil conservation programs, Wallis said.
