State Adoptions Up 68 Percent Adoption of Illinois children under state guanfianship has increased 68 percent in the past two years, ac­ cording toGregory L. Coler, director of the state Department of Children and Family services. Illinois courts completed adoptions of 933 state wards in the year that ended June 30,1983, Coler said. That compares to 796 court' approved adoptions in fiscal 1662 and 555 adoptions in fiscal 1961. Coler said most adoptions have involved "Special needs" children - black and mixed race children, white and Hispanic youngsters over age 10, and children who have physical or mental handicaps. "Placement of many of these children with loving, adoptive parents represents an extraordinary achievement," Coler said. He pointed out that some of the adopted children were handicapped youngsters for whom the state had previously spent up to $22,000 a year for care in in­ stitutions. Coler cited several reasons for the accelerated adoption pace: ...Additional DCFS adoption workers and attorneys specializing in adoption as the result of a sup­ plemental appropriation authorized by the General Assembly in 1961. ...Implementation of a system that requires a formal review every six months of children in care outside their own home. ...Establishment of the Adoption Information Center of Illinois which operates a toll-free hotline (1-800-572- 2390) linking prospective parents with waiting adoptable children. ...Creation of the "One Church, One Child" program to recruit adoptive parents through the state's black churches. ...Success of a statewide mass media recruitment campaign. Color praised the news media for their role in promoting adoption of children with special needs. He said newspapers, magazines, radio and television stations, and tiansit systems have donated hundreds of thousands of dollars worth of ad­ vertising to the adoption campaign. He said new promotional materials are being developed to renew media attention to the need for permanent homes for adoptable children. Coler said the state has also ex­ perienced greater success in tor- minating MTMtal righto: of untit parents and Treeing children for adoption. Some 849 children were freed for adoption by Illinois courts in the . fiscal year, a 25 percent increase ov the previous year. Coler said th__ means that more adoptive homes than ever before will be needed in the current year. Nuclear Freeze Group Meets The 12th Congressional district Nuclear Weapons Freeze campaign invites members and newcomers ,to attend their general meeting at 7:30 p.m. Monday, Aug. 15, at the wauconda Federated church, 200 S.
