Dam bound over to felony court; charge of murder A Crystal Lake man charged with murder following the death of his infant stepson was bound over to felony courts the 19th Judicial Circuit Monday morning. Asst. State's Attorney Steven McArdle said Danny J. Elam was bound over to Judge Henry Cowlin's court. A court date of Oct. 11 at 9:30 a.m. was also set. Elam, 20, of 523 Eagle St., Crystal Lake, was charged with murder on Sept. 17. following a two-week investigation Dy detectives of the Crystal Lake Police Department. , Last week, Associate Justice Susan Fayette Hutchinson issued a preservation order regarding the case. The order, concerned any written notes, radio communications and tape recordings held by area police involved with the alleged child abuse incident, which led to the murder charge against Elam. Ibe preservation order was requested by Elam's defense counsel after a motion waiving presence of the defendant ill court was also allowed. Elam reportedly called Crystal Lake Police on Sept. 1 to notify them that his 18-month- old stepson, Jesse, needed emergency medical attention. Paramedics of the Crystal Lake Fire Department went to the home and took the child to McHenry Hospital. The infant was transferred later to Lutheran General Hospital, Park Ridge, where he died the following day. Police said the medical reports indicated that the infant died of internal injuries. He received the OK for neither. Crawford assured the village board that the material would be no closer than 20 feet from the lip of the creek. A1 Zeman, village superintendent of public works, disputed the $17,000 figure for dredging the silt catch- basin and channel, arguing the $3 assessment per lot and per unsubdivided acre would not be sufficient. "If you can do that for $3, you'll get my money/' Zeman said. He called on the master association to get at least three bids on the project. Zeman said he investigated the cost with area contractors and reached a much different conclusion. The minimum cost for a dump truck is $30 per hour, he said. If two trucks were used, it would be $60 per hour. Zeman charged the project's cost should be more in the neighborhood of $30,000, which doesn't include the cost of emptying the silt basin. Crawford said the discrepancy in price and time is due to several factors. Zeman's estimate is based on hauling the silt in a two-block radius, whereas the material will be placed right on tbe bank.
