Smith said regular residential and business deliveries wQl not be made, and usual post office lobby services will not be available with the exception of lockbox service. Post lobbv will be open from noon until 4»p.m. Delivery of certain expedited mail services will continue during the holiday weekend. These include scecial delivery and express mail. Mail pick-up from collection boxes will also be on a holiday schedule, as posted on in dividual boxes or determined by the pos box calling the post office. per mo. Enclosed in each balloon were postcards with their names and «TA» PHOTO-OONHA KtTUuf school addresses on them. The school will keep track of all returning postcards on a map showing how far the balloons traveled. Encourage social service programs to 'think family' The Illinois General Assembly dealt with family issues in a unique way this year by legislation requiring certain social service agencies to file a "family impact statement" showing how that agency's actions have strengthened and promoted family stability within Illinois families. This unusual approach to helping families grew out of ADVANCE OFFICER Congressman Philip M. Crane (R-nU this week applauded President Reagan for his decision to promote the oldest U.S. Naval officer on active duty, Captain Grace M. Hopper, to the flag rank of commodore. Crane earlier this year in troduced legislation calling for such a promotion for the 76- year-old Navy captain. recommendations made by Qlilnois Association of Family Service Agencies' Legislative Chair, Betty Williams, of United Charities in Chicago. Ms. Williams testified in support of a family policy In HBnois that would encourage coordination of efforts among human service departments at hearings con ducted by the Family Com mittee of the Commission on the Statics of Women last fall. HB 1248, sponosred by State Rep. Jill Zwick (R-Dundee), was enacted without significant oppostion and was signed into law by Governor James R. Thompson. It required the Illinois departments of Public Aid, Public Health, Mental Health and Developmental Disabilities and Children and Family Services to file •tntomtfitii Awprlhing hnur thrir plans for providing social ser vices will affect lamilies.The measure was offered in recognition of fragmentation in programs aimed at meeting various human needs. Hie recession has caused social service caseloads to proliferate at the same time public resources have waned. Human needs have been thrown into competition with each other and, as Rep. Zwick testified, "families often must decide whether to heat or eat". It is expected that the agency coordination required under HB 1248 will mitigate the stresses on families which have been shown to contribute to such problems as child abuse, domestic violence and divorce. The Illinois Association of Family Service Agencies feels that mis legislation requiring cooperation and coordination by human servcice departments will help contribute to ongoing efforts to encourage policymakers in Illinois to "think family" when planning social sercice programs.
