She wanted to show support by donating $10. What she received in return was a bill for $250 and a letter from MCIA President Bernie Wolschlager. It reads: "Article nine of our bylaws states: 'In no case should any indebtedness in excess of current funds of the association be incurred.' "We are now at the point where our bills for preparing the case for the landfill application hearing of Waste Management equal our monies on hand. We must have $70,000 to continue preparation for and presen tation- of the case to the McHenry County Hearing Committee. The assessment of the membership is computed on a pro-rata basis of the 278 families. • "Please find the statement enclosed payable by Oct. 28, 1983." The letter also warns that members cannot get out of the "obligation" by resigning, according to another article of the bylaws. The woman said she was dumbfounded after receiving the letter and by what she called "scare tactics/' "Here you think you're going to be a good citizen, and this is what you get," she said. MCIA Secretary Ed Coonrad said additional funds have never been requested before, but th&t there has been "no big uproar." He has received several calls asking for clarification, Coonrad said. Coonrad acknowledged the MCIA began fighting the landfill in April and is running low on funds, although he declined to say how much has been spent on legal and other miscellaneous costs. "We really shouldn't have to be doing it, but we are," Coonrad said. He said he would like to see the McHenry County Board and other government agencies become more active. MCIA Vice President Irv Stroner said the wording of the letter is incorrect. "We case like 5 not g< We're they can* afford it. « need money in a he said, '^we're to squeeze them, going to sue them.
