IUOMHKH 9. two Fggeneral News Winter makes an early appearance this year SCORP report now available Illinois' latest Statewide Comprehensive Outdoor Recreation Plan (SCORP) has been published by the Depart­ ment of Conservation and now is available to the public. Outdoor Recreation in Illinois: The 1983 Policy Plan has been prepared to guide outdoor recreation and 4 natural and cultural resource j conservation in the state, and to maintain Illinois' eligibility to receive monies from the federal Land Water Conservation Fund (L&WCF). This 100-page illustrated plan represents a major change in SCORP format by focusing on five underlying concerns and 11 major outdoor recreation and conservation issues selected on t the basis of the SCORP public I participation program. The I underlying concerns include } funding, stewardship, user information, recreation and resource information systems and cooperation. Issues covered are economic benefits of recreation, natural areas, fishing, long-distance trails, wetlands protection, hunting, recreation for the disabled, water resources, agricultural land protection, cultural heritage and acquisition options. A brief description of the background and recent ac­ tivities related to each concern and issue is made, followed by the policy and program direc­ tions the Department of Con­ servation will take to resolve the problem. And, if all is well, they will visit McHenry next summer. We'll be watching. Now comes a nice letter from Mercedes Hoffman of Wonder Lake. Some of you will remember this friendly girl. She was raised by the S. W. Smiths, grand­ parents, after the death of her parents. Mercedes enclosed a very interesting clipping on modern "Grandmothers 1980's Style" that I would like to print. Hope you can let me know, Mercedes, where this was published so I can get per­ mission to reprint with credit. It was a disappointment to have to miss the Choral Club program when a situation arose at the last minute. Wouldn't you know! Those who saw the program tell us we missed the best one ever. Now, I wonder who is going to report on the super presen­ tation. Bill has joined the cane club, but hasn't lost the old spirit of a World War 1 veteran. Just under the wire, we toured over to see Roger Freund Monday morning and had our snow tires mounted. We put if off this year and had Roger worried we may be getting forgetful. Forgetful? Me? Am reminded of an old saying, "When in doubt, say no." Snow is sure to give some the Christmas spirit while shovellers get a pain in the back. Before snow plows came along, our streets had a lot to offer for young boys. After school and on Saturdays, the boys went out flippin' bobs! M. - M They jumped on the runners and rode from one end of town to the other. That is--they rode unless a driver with a long whip discouraged their plans. If a kid had a sled or got a new one for Christmas, he headed for the hills. A kid without a sled often found a piece of tin to ride down hill. Sometimes you could take a belly-flop on top of a lucky Idd whizzing by on a strong sled. Perhaps one of the worst punishments ever was an edict that no snowballs could be thrown while on the school grounds. That curtailed a lot of activity. Can't remember what girls did in the winter. Play with dolls? I wasn't much interested in girls until later years. Then--oh boy! Looking out the window and watching grade school kids run, slide and fall down makes me realize that if I did that they would either have to call the rescue squad or get a derrick to hoist me up. There are nice people in this world. A nice lady got out of her car to put mail in the box and just as I pulled up offered to put my letters in the box. She helped a lot. ) . (License No. DJ 5043). SUN. 10-3 4 I Secretary of State talks about metals investments Information on how to safely invest in precious metals is the subject of the third "Investor Alert" provided by Secretary of State Jim Edgar and the Illinois Better Business Bureau. '4 Traditionally considered safe, stable investments, the purchase of precious metals such as gold and silver has become more risky lately because of the activities of a few questionable dealers," Edgar said. "Investors are often offered gold or silver at be|ow market prices, lMbejMirtll agree to pay up front and wait for the metals to be delivered within a specified period of time. Under the scheme, purchasers may be offered a percentage of their investment as a "rebate" if they agree to delay taking delivery of the precious metals," Edgar said. He said that if the price of gold or silver goes up and a dealer is then unable to meet his commitments, consumers risk losing part or all of their in­ vestment. Edgar said that Illinois residents are among the 25,000 investors from 22 states and Canada that have filed millions of dollars in claims against a Florida precious metals dealer whose firm went bankrupt. Consumers should be par­ ticularly careful when investing in gold or silver because many of the firms selling precious metals are subject to little state or federal regulation. "As a result, there is little regulatory agencies can do to protect consumers until a fraud is discovered, " Edgar said, " and by then it is often too late to recover lost investments.n The Secretary ! bf State's Securities Department, which registers all securities offered for sale in Illinois, is also responsible for investigation reports of investor fraud and violations of the Illinois Securities Act.
