Jerry Chudzik, project manager for the study which is about to be undertaken by the Waste Study Advisory Com mittee, presented the proposed outline. Chudzik, an engineer with Graef, Anhalt, Schloemer & Associates of Milwaukee, also submitted a preliminary review report qn the sanitary landfill site application by Waste Management Inc. The Milwaukee firm was hired by the county as consultant on the Waste Management landfill application, which has since been withdrawn. The county board recently approved rehiring the engineering firm as consultant on the third phase of the waste study. Chudzik's proposed work outline for Phase 131 covers five sections under existing con ditions, four under alternative waste management systems and three under implementation. Under the existing conditions study, Chudzik suggests the committee inventory the existing solid waste disposal system in the county, determine waste quantities based on existing information, determine waste characteristics based on existing data, estimate future waste quantities based on population projections for the county and determine markets for recovered resources. He also proposes the study of waste management systems should identify and describe various^* g|olid, waste managementunic operations available for the county, screen the available waste management options to identify alternatives for McHenry County, evaluate each of the alternatives identified and determine the most cost- effective and acceptable solid waste disposal alternatives for the county. In the implementation area, the engineer suggests the preparation of an estimate of construction costs, operating costs and tipping (dumping) fees at a disposal facility. He proposes that if the study group determines a new landfill as the most cost effective disposal method, alternative landfill sites should be identified and evaluated. The final suggestion is to prepare an implementation plan for the proposed solid waste system. Chudzik emphasized at the last meetng that the advisory committee did not have to follofr the exact route of his proposals. Tfiey were, he said, essentially intended to develop input from the com mittee. Chudzik's preliminary review on Waste Management's landfill application indicates the ap plication was inadequate in addressing the six criteria set by state law for sanitary landfill petitions. The engineer reported that the application did not adequately address the need for a sanitary landfill in McHenry County and that "very little information had been provided to show that the health, safety and welfare of the public will be protected." The report noted that the effect on the adjacent residential areas to the proposed Seneca Township landfill had not been adequately addresssed in the application. It was also noted that some additional information would be refltfiUftd, in Waqte Management's operational plan.
