'tAmong the most important legislation passed by the General Assembly this year are five biHs refining the state's two- year-old drunk driving law," Secretary of State Jim Edgar said in a press release on the new laws. "These laws give us additional tools to use in iden­ tifying repeat offenders, and include tougher penalties for ^repeat drunk drivers and those "who are convicted of DUI and Subsequently drive on a revoked license." Kempiners, /•director of the Illinois Depart­ ment of Public Health, has announced that a film, produced by the state health department and Illinois Information Service, has received a 1983 Excalibur Award frqm the Central Illinois Chapter of the Public Relations Society of America. The 30- minute film! entitled 'feaby, You're Okay?" is aimed at alerting teenagers to the im­ portance oi health care during pregnancy as a way to help prevent infant mortality and birth defects. George,, Corson, safety officer for the McHenry County Sheriff's Department/ said^ the new laws represent "a step in the right direction." / "The next thing we need are courts and prosecutors to en­ force violators that are arrested," Corson- said. He explained the police, prosecutors and courts must work as a unit to combat the drunk driving problem. ** The law banning transport of open alcohol will be a helpful aid to . police, he said. Under old laws, only the driver was not allowed to have open liquor, but now all passengers will be subject to arrest for possessing liquor with a broken seal, which can be as little as one can missing from a six-pack of beer, in a motor vehicle. Corson said more arrests of underage youth returning from Wisconsin, where the drinking age is 18, will probably be one result of that provision. Four-year driver licenses will phased in through 1987, with drivers over 69 receiving the first of the new licenses. Licenses for those under 69 will be phased in over a three-year period. The fee for a license will increase from $8 to $10. Senior citizens will pay a $5 fee for a license, and the cost of a duplicate or corrected licertse will be $5. Besides being the first to receive the new license, those drivers over 69 having no ac­ cidents. ur violations on their records at the time-of renewal will be exempt from having to take the written drivers license exam. Legislation was also passed this year outlawing the issuance of charitable vehicle (CVi, license plates to passenger cars and motorcycles. Several bills affecting han­ dicapped and passengers also go into effect 1984, expanding the eligibility of people to use handicapped parking, and authorizing the issuance of handicapped decals to be displayed on vehicles which • transport handicapped persons in place of license plates. t general News (a) Improper passing charged after two-£ar ̂ collision A citation for improper passing on the left was issued to a McHenry area man following a two-car collision near the intersection of Lincoln and Cuhlman roads last Thursday. LeRoy A. Hiller, 1217 Palomino, McHenry, was cited pfter the^car he was driving struck an auto driven by Nor­ man BoyettelStewart, 2103 Main St., Spring Grove. Hiller told county police he was driving east on Lincoln Road and saw the Stewart vehicle traveling at a slow speed. Hiller said he did not see .a turn signal and attempted to pass the other auto.
