SUGGEST CITY continued from page 1 merce and Community Affairs could be useful in lobbying for favorable decisions from IEPA. It was also suggested that the city marshal the support of Dean Cunat, recently elected president of NIPC; Rep. Richard Klemm (R., Crystal Lake) and Sen. Jack Schaffer (R., Cary) for the lobbying effort. Sundin noted that the original cost was the matter of most concern and that the ' grant was designed to offset this cost. The most recent calculations estimated the cost of plant construction at between $2.4 million and $2.75 million for the first phase, depending on the type of plant. A conventional plant (no grant monies apply) would cost $2.4 million for the first phase; $1.25 million for the 5,000 PE addition at a later date. The city's I&A design would cost $2.4 million for the first phase; $1 million for the addition. The IEPA preferred I&A plan would cost $2.75 million for the first phase; $1.4 million for the expansion. 'Investor Alert' given Precautions to take when investing in tax shelter programs are the subject of the third "Investor Alert" issued by Secretary of State Jim Edgar and the Illinois Better Business Bureau. "While there are many legal ways to reduce taxes," Edgar said, "Investors should avoid suspicious tax shelter plans in which the promised tax savings are many times the cost of their investment. "Many questionable tax shelter proposals have little economic foundation or are based on inflated assessments," Edgar said. "A good rule of thumb to follow when considering a tax shelter is to decide whether the investment appears to be a good deal, aside from the possible tax benefits." Edgar said it is the investor's respon sibility to investigate the full tax con sequences of a tax shelter. "If the IRS successfully challenges a tax shelter plan, the investor could lose his investment, past tax deductions and tax credits and become liable for penalties and interest charges," Edgar said. The "Investor Alert" program is being sponsored by state securities regulators and Better Business Bureaus. For more information on this "Investor Alert," contact the Secretary of State's Securities Department in Springfield at (217) 782-2256 or in Chicago at (312 ) 793-3384.
