SECTION 2 - PAGE I - PLAINDEAI.ER WEDNESDAV, KUIIIMJARY I, ISM Parents are now receiving citations for child restraint violations By Cliff Ward Shaw Free Press News Media Various law enforcement agencies are reminding motorists that police , are now issuing citations for parents and guardians who allow infants and small children to freely move about in a moving motor vehicle. Under the Child Passenger Protection Law, all parents or legal guardians residing in Illinois who transport their children under six years of age unrestrained in a motor vehicle will be subject to arrest and fine, according to the Illinois State Police. The law was passed last summer by the General Assembly, but law enforcement officers have been primarily tearing written warnings for first offenses in an attempt to educate the public about the new law. But as of Jan. 1, -state and county law enforcement officers are issuing tickets to violators. Sgt. George Corson, safety education officer of the McHenry County Sheriff's Department, said sheriff's police officers are now issuing tickets. A violation of the act can result in a $25 fine for a first offense. However, the fine can be refunded if the violator can show proof of purchase of an approved car restraint system to a judge within 10 days of the issuance of the ticket. Taxpayers who cannot use the Form 1040EZ because their income is from dividends or unemployment compensation, in addition tQ wages, salaries, and tips, and whose interest exceeds $400, may be able to use approved car restraint seats. Children between the ages of four and six must wear safety belts. Illinois State Police Superintendent Laimutis A. Nargelenas said state troopers issued 1,907 written warnings and 10 citations during the six- month grace period. But now, he said, state police will be "en­ forcing a law our children can live with." Jenny Van Treese of the McHenry County Easter Seal Society said a car restraint program covering much of the area will hopefully be in place early in February. The $5,385 program will provide infant and toddler restraint seats on a rental basis, and will also fund an educational effort aimed at getting the rental seats under children. An infant seat is designed to hold a baby until it reaches approximately 20 pounds. The toddler seat accommodates larger children. Half the funding for the program is expected to come from the Illinois Department of Transportation, and IDOT employees will train volunteers in strapping youngsters into the seats, who in turn will train parents. Other funding for the program, which hopes to obtain 175 infant seats and 25 toddler seats for rental, is expected to be raised by Jaycee Women in Cary, Harvard, Crystal Lake and Woodstock, she said. McHenry County sheriff's police and the county board are aiding the project, Van Treese said, which is being done with the cooperation of area, hospitals. Funding will also be solicited from private donations, she noted, with the name of the company or person who donat either $25 or $30 for an infant or toddler restraint emblazoned on the seat with a small plaque.
