Bolger, candidate for delegate to the Democratic national nominating convention in the 12th Congressional District has received the en­ dorsement of the full McHenry County Democratic Central Commmittee.. - Bolger, whose son, Murray, is a candidate for alternate delegate to the Democratic convention, stated that he and Murray are the only father-son tandem in the state of Illinois to seek these party posts. Bolger went on to say that since com­ mitments to any particular presidential candidate are not binding at the convention he and Murray decided to run on a platform dedicated to a return to the ideals and principles of the late president John F. Kennedy and Ambassador Adlai Stevenson. In the next few weeks they will distribute thousands of sample (poll) ballots. Most in attendance, including plan commission members, said they found the discussion con­ fusing and the report inoperable. Plan Commission Chairman Will Ehlen offered a neutral recommendation on the proposed replatting of 30 acres designed as "unit one" in the permit submitted by Wonder Lake Realty & Trust. This and the fact that many of the plan commissioners' opinions were not included in the final report prompted the board to disapprove it. "The report submitted to the board, I found and the rest of the board found, unacceptable," Village President Duane Zeman said. "To me it (the ex­ planation) was a bunch of gibberish." Zeman said she invited plan commission members to the village board meeting to hear their views. Commissioners Jim Gunning, Bill Sullivan and Ed Beard were puzzled that their letters of explanation had not been included in the final report. Ehlen said he received the letters after the deadline. Only Ehlen and Commissioner Robert Freund signed the report presented to the board. Trustee Richard Matthei questioned Ehlen on how the conclusion could represent a majority opinion. "You have two people that signed the report and five that didn't," Matthei pointed out. Gunning, Beard and Sullivan said they were unaware of the last meeting at which the report was voted upon. Commissioner John DePyssler was out of town. Peggy Scarbrough declined to sign. "We were not given a fair shake," Gunning said. In her letter of explanation, commissioner Scarbrough criticized Wonder Lake Realty & Trust for a lack of responsibility in providing a clear plan. She added that, in her opinion, the p r o p o s e d m u l t i - f a m i l y development would lead to overcrowding in schools, be inconsistent with zoning r e g u l a t i o n s a n d t h e a r ­ chitectural flavor of the village, create a tax burden for the residents and damage public access roads. Gunning cited a petition circulated last fall. Petition organizer and opponent of the development, Dan McGuire, reported collecting signatures from 225 of the 251 households in the village. "The property' owners of Wonder Lake felt they did not want multi-family dwellings in this village," Gunning told the board. "They felt that it wasn't in their best interest." . Beard said the only form of multi-family housing he would consider supporting is townhouses-two homes, side by side, sharing a common wall and having one owner. Trustee Anita Vanderwiel called on the commission to better define procedures and the physical dimensions of the property. "If that (the plat for unit one) is the only thing that has been submitted, that doesn't give me much to go on," Van­ derwiel said. "It's a legal rigamarole." The plan commission rejected the proposal, but its reasons are not clearly recorded. Zeman said a majority opinion must be hammered out before the village board will decide on the petition. The village zoning board has not yet studied the information, its Sander Van Peski acknowledged. The village board also put an insurance dispute on hold. Country Companies Insurance is requesting $172 in back premiums from the village, although the village cancelled its insurance with the company in June 1983, it claims village payroll exceeded the coverage level. Country Companies says workman's compensation and auto liability rates should have been higher, Village Clerk Linda Wollpert told the board. "Since we are no longer in­ sured with the company, can­ celled the insurance and made final payment, I don't know how in the world they can come back to us and say we owe them money," Zeman said. "It is my feeling we should just ignore the entire issue." The board decided to defer action until the audit was completed and exact figures established. "If suggest they (insurance company representative) come to a board meeting," Zeman said. "I can't deal with them through this two-inch file you've got here." Comment on DOC program grant allocation asked Written comment from the public will be accepted until March 15 on a proposed change in Department of Conservation policy affecting distribution of federal Land and Water Con­ servation Fund grants to local g o v e r n m e n t a g e n c i e s f o r recreational land acquisition and development. The proposal would increase the share of Land and Water Conservation Fund money allocated to local development projects. At present, state awards for recreational development projects are lflmted to 50 percent of that portion of Illinois' LWCF ap­ portionment available to local governments. If adopted, the new allocation policy will be in effect for Fiscal Yar 1985 grant awards, ac­ cording to Jack McCalister, head of Conservation's LWCF grants staff. Historicaly, Illinois' LWCF grant allocation policy has stressed land acquisition in response to the rapid disap­ pearance of natural lands for public outdoor recreation, McCalister said. Approximately 70 percent of the nearly $120 million in LWCF money made available to Illinois since the program began in 1965 has been used for land acquisition. Although the need for ad­ ditional recreational land in the state still is great and acquisition of quality outdoor recreational areas will continue to be stressed, there is an in­ creasing need to develop the lands acquired through the early years of the LWCF programm, McCalister explained. The proposed policy alteration, if adopted, will be contained in the new LWF Local Participation manual scheduled for publication and distribution in April, well ahead of the July application deadline for FY 1985 grants.
