"Allowing the engine to run while the car is being fueled," Schmeilski said, "increases the possibility of a spark or heat source igniting fuel vapors or fumes and causing serious in* jury or death The McHenry County Defenders will sponsor a discussion on Illinois' mem­ bership in the Midwest Low- Level Nuclear Waste Compact March 6 at 7:30 p.m. in the Crystal Lake Central Elementary School. David Draft from the Nuclear Energy In­ formation Service, and Joanna Hoelstiter of Citizens for a Better Environment will provide some background on the Compact and answer questions from the public. In 1980, Congress passed legislation which mandated that each state provide storage or disposal capacity for low-level radioactive wastes within its borders. These wastes vary widely in toxicity and radioactive "life"; most come from nuclear power plants, a small percentage from hospitals and research facilities. As an alternative, states are allowed to enter into "compacts" with other states to provide regional disposal facilities. Since passage of the law, the issue of whether Illinois should join a compact in the Midwest has been, and continues to be, hotly debated. The Midwest Compact, as currently formulated by the four member states (Indiana, Iowa, Michigan and Minnesota), would choose a "host state" among its members to accept and dispose of all member states' low-level nuclear wastes. Last year the Illinois General Assembly passed an amended version of the Midwest Com­ pact. Because its version is different, Illinois' participation in the Compact is uncertain. While member states'officials can ignore the Illinois version of the Compact, Illinois officials have only until July 1, 1984, to, decide whether to join the other states because this is the date the other members intend to proceed. The pressure on Illinois virtually guarantees that the issue will be debated again this spring.. The city had suggested that the developer pay 50 percent of the cost, h o w e v e r , t h e proposal came back for one-third. The council accepted this noting that the city would probably have to pay the entire cost in the future. In a related matter, the Streets a n d S i d e w a l k Committee of the council will be considering cutting back the island at t h e O r l e a n s - McCullom Lake Road intersection. Mayor Stanek pointed to a traffic hazard at this in­ tersection. TRAFFIC DEATHS For the sixth consecutive year the number of traffic fatalities in I l l i n o i s h a s declined, according to Illinois Secretary of Transportation John D. Kramer and Illinois State Police Superin­ tendent Laimutis Nargelenas. During 1983 figures show that there were 115 fewer deaths on Illinois highways than occurred in 1982.
