Is this the same as the Circuit Breaker program? A--No. This new law to which you refer is the Senior Citizen Real Estate Tax Deferral Act. It does not exempt senior citizens from property taxes, but allows qualifying seniors to postpone paying property taxes in definitely. When the taxpayer dies, a surviving spouse who is 55 or older within six months of the date of death may continue Senior Action: the deferral. Other heirs are responsible for the deferred property taxes plus six percent annual interest. This must be paid within one year of the taxpayer's death. The property cannot be sold until that responsibility has been met. To be eligible under the new Senior Citizen Real Estate Tax Deferral Act, a homeowner must meet all of the following criteria: ...Have an annual hosehold income under $10,000. ...Not have any liens for un paid real estate taxes against the property. Is our group eligible for a sales tax exemption? A-Some senior citizen groups are exempt from state and local sales taxes. It depends on the structure of your group or organization. If your not-for- profit group has no compensated officers or employees, and is organized and operated ex clusively for recreational purposes for persons age 55 and older, it will be exempt from sales taxes on purchases of tangible property for the organization's use. Jill Zwick (R., Dundee) will co-chair a new legislative subcommittee to study waste in state government study commissions, House Minority Leader Lee Daniels (R., Elmhurst) announced recently at press conferences in Springfield and Chicago. The subcommittee of the Republican Policy Committee will be looking into mismanagement in the 53 study commissions, which have a combined total budget of nearly $15 millipn, Daniels said. Z wick's appointment was made by Policy Committee Chairman Rep. Thomas Ewing (R., Pontiac). Her co-chairman will be Rep. Jim Reilly (R., Jacksonville). Zwick, who has fought for more legislative control over the study commissions for several years, said, "We've come one giant step closer to im plementing some significant reforms." A recent series of television reports on the study commission waste also helped prompt ac tion, she noted. Illinois govern ment supports 53 different study commissions, and spending on study commissions has risen 242 u percent in the past 10 years, : Daniels said. The announcement was timed with the issuance of a preliminary report. It con- •] eluded: there is little legislative j oversight for the commissions, there are abuses of appropriate commission purposes, there is duplication of effort between commissions and legislative committees, and there are no standards for financial management. Zwick said there is little communication between the commissions and legislative committees. The Election Laws Commission, for example, did not offer testimony when the state election laws were revamped in 1980, she said. Some commissions, like the Legislative Reference Bureau, serve a useful purpose, she said, but reform is needed. Zwick's bill on study com missions, which she has in troduced four straight years, is still alive this year in the house. It seeks to place time limits on the life of commissions.
