ItM •general news Supplemental heaters increase home fires Education benefits possible for children of veterans The following are represen­ tative questions answered daily by VA counselors. Full in­ formation is available at any VA office. Q-I have a war related injury and my kids are ready to start college. Are they entitled to any help from the VA? A-Perhaps. The college-age children of veterans who suffer from permanent and total service-connected disabilities may be entitled to education benefits similar to those granted veterans. The student can use this benefit for college as well as for other types of training, and can make application either through the VA directly or through the Veterans Affairs Office at school. Q-I now receive 100 percent service-connected disability compensation. My wife and I plan to divorce. Will she be entitled to a portion of my compensation after we are divorced? A-No. Her entitlement to all benefits ceases when your divorce is final. Q-I have a disability claim pending with the Veterans Administration. I have been told to sign a power of attorney. What does that mean? A-There are many service organizations who retain ac­ credited representatives to assist in presenting claims before the VA. A power of at­ torney would authorize one of those organizations to act in your behalf for your claim. William L. Kempiners, director of the Illinois Depart­ ment of Public Health, an­ nounced that fires from sup­ plemental home heaters in­ creased 85 percent over the five year period 1978 through 1982. "Most of these accidents were caused by users' lack of knowledge about proper in­ stallation, ventilation, use and maintenance." Kempiners said. Death figures from fires caused by home heaters during that period went down. This is credited to the increased use of smoke detectors in homes. But more than 150 carbon monixide poisoning deaths a year in the United States are the result of improperly installed or main­ tained heaters, primarily gas- fueled. Kempiners urges consumers to carefully read and follow the manufacturers' operating in­ structions and keep them for future reference to ensure safe long-term use. "These heaters should not be used in a closed room,v Kem­ piners said, "even if you have to open a window slightly. Doors to the rest of the living quarters also should be left open." The Illinois Department of Public Health has the following suggestions on the safe use of supplemental heaters: WOOD BURNING STOVES: Make certain your stove is installed properly in accordance with the local building codes and the manufacturers' directions. Operate your stove within the recommended temperature limits. Install chimney guards to keep squirrels and birds out. Clean out creosote buildup in flues and chimneys when necessary. Sadatlan spected and cleaned at least once a vear. KEROSENE HEATERS: Never use gasoline. Use only 1-K kerosene and buy from a dealer who can certify that his product is 1-K kerosene. Don't touch the heater when it is hot or is in operation. Don't fill the fuel tank above the "full" mark. The space above the full mark allows the fuel to expand when it is heated. Don't adjust the wick below the manufacturer's recom­ mended setting. Turning the wick too low increases the risk fire and indoor air pollution. Don't leave the heater on while you sleep or are confined to bed. GAS SPACE HEATERS: If your heater is designed to be vented, make sure it is properly installed. If you fail to light the heater on the first try, allow time for the gas to dissipate before trying to light it again. If there is a strong gas smell, shut off the gas supply to the appliance and open windows and doors. Don't touch any electrical switches, use flash lights, telephones or other possible ignition sources. Call a gas serviceman from a neighbor's phone. If you own an unvented heater, be sure that it includes a device that automaticaly shuts off the heater when the supply of oxygen is dangerously low. Never use a gas cylinder in­ tended for use with a barbecue grill or camper indoors.
