By Kirk Birginal Shaw Free Press News Media Illinois would become a dumping ground for low-level radioactive wastes in a four- state region under an agreement approved last year, en vironmentalists told the McHenry County Defenders. The agreement, called The Midwest Compact, establishes a system for Illinois, Indiana, Wisconsin and Minnesota to dispose of so-called low-level commercial and medical research nuclear wastes generated within their borders. Implementing the legislation, which was ratified by state legislators and signed by Gov. James Thompson last December, has been stalled by other states in opposition to three amendments added by Illinois after environmentalists opposed the pact. Since Illinois generates about about one-half the radioactive wastes in the Midwest, other states expected the state to be the depository, she said. Last week the Compact Commission passed a resolution setting up a negotiating team to reconcile their differences over the Illinois amendment issues, Hoelscher said. The first regarded minimizing or eliminating the use of shallow-land burial sites, or landfills, for the wastes. Ac cording to Hoelscher, any final compact should urge finding alternatives to landfill use. Reducing the volume of waste generated, possibly by treating wastes after generation to reduce their physical size, was another amendment approved by legislators." Dave Kraft, president of Nuclear Energy Information Service, an educational and information environmental group, said that the state has no , ready sight for disposing low- level radioactive wastes. If negotiations with other states in the Compact fail, he said Illinois has a number of options. The state could "go it alone" and operate and maintain its own disposal facility, which would allow greater control over •"the use of landfills, he said. Another option could be for the state to try to negotiate a second midwest compact with other states in the region or it could attempt to negotiate with other states that have chosen to handle their own low-level radioactive wastes.
