Now that winter indoor activities are attracting more attention, you may have noticed . that certain wall or rooms are in dire need of painting. If this is the case, here are some tips to help you match the right paint with your needs. Once you've cleared the furniture, placed drop cloths on the floor and put masking tape around the trim, you should fill any wall or ceiling cracks or holes with spackling compound. Hie question now is what kind of paint to use? To the first-time painter, terms such as epoxy enamel, semi-gloss, full-gloss and flat latex might be a bit confusing, but they describe the types of paints and kinds of finishes resulting from their use. Water-thinned flat latex paint is the most popular interior paint for walls and ceilings. It can be used either as a primer- sealer or finish coat on wallboard. plaster or wallpaper. ealtors ECORD Flat describes a non-glare finish, which is desireable in most rooms. It covers well, dries quickly, is non-toxic and nearly odorless. It's washable too, although not as washable as certain enamels. Enamels form a hard film which can be washed repeatedly and are used most frequently in bathrooms, laundry rooms, kitchens, halls and work areas. They are available in a full range of finishes from flat to full gloss. Flat alkyd enamels are made with alkyd resins, which can be used on walls and ceilings in the same manner as latex but offer more abrasion resistance and are more washable. The also dry quickly and are nearly odorless. Epoxy enamels are ideal for areas where heavy wear is anticipated. They produce a hard film and resist grease, dirt, solvents and water. Undercoaters or primer- sealers are not usually needed for interior painting because most surfaces have been painted, but read and follow suggestions on the label. However, priming is necessary when surface damage is reparied or where old paint has worn out. Primers, or undercoats, are needed on unpainted surfaces; one coat is usually sufficient. Primers and top-coats should be the same brand to insure compatibility. Legislation enacted during the past session of the General Assembly, allows home owners for the first time to subtract from their adjusted gross in­ come all property taxes paid during the tax year on their primary Illinois residence. "The property tax subtraction will reduce a home owner's taxable income by the amount of property tax paid," explained Revenue Director J. Thomas Johnson. "Home owners will benefit from this tax relief measure without any effect on local governments which depend an property taxes to provide essential services such as police and fire protection. Johnson pointed out that the deduction applies only to a home owner* s principal Illinois residence. This means that only a portion of property taxes paid may be subtracted if a personal residence includes business, rental or farm property and if a share of the property tax is deductible as a business expense on a federal income tax return. In order to claim a subtraction for state income tax purposes, a claimant must factor out the portion of the property tax at­ tributable to property other than that used as a principal residence. A worksheet to help homeowners compute the subtraction is on the reverse side of the state individual in­ come tax return (IL.1040) Fred and Nancy Carroll have opened a new business in McHenry called Merit Medical.
