Jaramski, son of William R. and Judy A. Jaramski of $02 W. Hickory Street, McHenry, has graduated from Air Force basic training at Lackland Air Force Base, Texas. During the six weeks of training the airman studied the Air Force mission, organization and customs and received special training in human relations. In addition, airmen who complete basic training earn credits toward an associate degree in applied science through the Community College of the Air Force. He is a 1983 graduate of McHenry East Campus High School. By Kurt Begalka Plaindealer News Service Citing excessive independence and derogatory comments, Village President Duane Zeman removed Kasper "Will" Ehlen as chairman of the Wonder Lake Comprehensive Municipal Plan Commission Tuesday night. Another planner, Ed Beard, also was dismissed. Ms. Zeman read from a letter signed by several members of the planning commission March 24. Commissioners Peggy Scarbrough, Jim Gunning, John DePyssler, Robert Freund and Beard (by proxy) charged Ehlen with being "in direct opposition to the planning commission." Commissioner William Sullivan, who did not sign the letter, said he could not bring himself to "shoot down" Ehlen. Although he said he didn't agree with Ehlen's methods, he ap­ preciated the effort. The letter further charged that Ehlen "made inaccurate statements and false claims" and "repeatedly acted on his own." The members reaffirmed earlier statements that they were not consulted on the final "black book" report. . i . The letter called on Ms. Zeman to relieve Ehlen im­ mediately from his four-year term "to preserve the integrity and reputation of this com­ mission." Ehlen was not available for comment Wednesday, but ad­ dressed some of the charges in a statement read at a special plan commission meeting Tuesday, March 20. In a point-by-point report, Ehlen blamed the lack of communication on com­ missioners' "indifference" and "lack of participation." "We should have never had to vote on anything," Trustee Richard Matthei said. "I want to apologize to the planning commission in that I included thorn in the rebuttal of the report. It wasnt their report, it was EMen^." Ms. Zeman cited Beard's comments against the village at the Wonder Lake Matter Property Owners meeting March 11 as the reason for his dismissal. , ^ "I Hdnk anyone who tells the village where to go doesn't belong planning for this com­ munity," Ms. Zeman said. She expects two new appointments later this month. Airport Noise in Illinois, and its companion document, "Airport Noise and Land Use Compatibility at Downstate Illinois Airports" (Doc. No. 83- 27) were presented at the Illinois Airport Commissioner and Engineering Conference in Springfield Thursday. Rather than regualting air­ craft operations once noise levels become a problem for people living near aif airport, the report suggests that com­ munities anticipate growth in airport onerations and minimize the number of people living in existing and potential noise exposure areas. Both publications recommend that local governments use building codes, zoning and subdivision ordinances to create a successful noise impact control program. While more than 80 pecent of the land on or near the boun­ daries of downstate airports is now vacant or used for farming, the potential for development is great. Requiring sufficient noise insulation in new buildhig construction, and using zoning ordinances to encourage noise- compatible development such as industry and agriculture will avoid the problems of at- tempting to limit aircraft operations once noise becomes a problem to local residents.
