According to a canvass , of figures by the State Board of Elections, 19.64 percent of eligible voters cast ballots statewide in the 1983 election as compared to 16.77 percent in the November 1981 election. In McHenry County, 22.5 percent of those eligible voted in the 1983 election, compared to 13.22 percent in 1981. The vote percentages varied greatly among counties. Tiny Putnam County had the highest turnout with more than 68 percent of those registered casting ballots and the Peoria Board of Elections Com missioners recorded the smallest turnout at 5.11 percent. A total of 860,879 votes were cast, representing an increase of more than 100,000 votes over the 1981 nonpartisan election, the first conducted under the state's then new election consolidation schedule. The 1983 nonpartisan election saw 74 Illinois - election jurisdictions increase their total from 1981, while 36 experienced a decrease in voter par ticipation. Michael J. Hamblet, chair man of the State Board of Elections, said: "We are pleased and encouraged to notice this increase in voter turnout for the second non partisan election. "A turnout of almost 20 per cent far exceeds the average turnout for school elections held before the election con solidation. This is a strong in dication that the consolidated schedule of elections is working well." Lake County recorded a small rise of less than one percent over its 1981 turnout figures, going from 12.70 percent in 1981 to 13.25 percent in 1983, according to the canvass. Kane County showed an average rise, going to 22.82 last November compared to 19.78 percent in 1981.
