This one is called "Highway to Heaven" and stars Landon as an angel sent to earth to help the needy Victor Franch, another "Little House on the Prairie" alum, also has a featured role. Filming began in Tucson and will be completed in Southern California. COMING UP -- John Rittar and Penny Marahall are filming an ABC movie called "Love Thy Neighbor" to be seen later this season Bart Convy and Conatanca McCaahin also star DR. MEETS DR. -- Robert Young interrupted the filming of his upcoming ABC television movie "The Return of Marcus Welby" when he had to take a real trip to the hospital. But Young was in fine shape for the completion of the film, which will also star Elana Verdu- go, recreating the role of the faithful nurse. Jamaa Brolin, however, is bu9y with "Hotel" and will not retura BAH HUMBUG -- Gaorge C. Scott is practicing his most menacing scowl for the role of Scrooge in the new­ est television version of Charles Dickens' "A Christmas Carol," now being shot in England. The show will be aired this Christmas and will also feature Nigal Daven­ port, Frank Finlay and Susannah York. STRETCHING OUT -- Jennifer Tilly will appear in "Shaping Up," a new ABC series starring LaaHa Niel- aan. "At first, I couldn't get an agent," Miss Tilly remembers. "Finally I did a play at the Group Repertory Theater and was contacted by four." Miss Tilly soon found herself in a recurring role in "Boone," a series that was later cancelled.
