By Richard Klicki Plaindealer news service The Illinois Department of Transportation will spend more than $94 million to improve highways in McHenry County during the next five years, according to its director. John D. Kramer said last week that projects set to begin this spring in the county include a $3.8 million upgrading of Illinois 120 over the Fox River in McHenry, a $1.9 million widening and resurfacing of a portion of Illinois 47 between Woodstock and Hebron, and a $1.4 million resurfacing of Illinois 47 from Huntley to Illinois 72. Projects targeted for bid letting or construction this summer include resurfacing U.S. 14 from Illinois 173 to Illinois 23 in Harvard, at an estimated cost of $2.7 million. Kramer said the money for the county projects will come from revenues received through a 2.5 cent increase in the state gasoline tax and from federal highway taxes. The amount targeted for McHenry County during the next five years is five times the amount for the previous five years, Kramer said. x "We're getting bade about $1.65 for every dollar the state pays in the federal highway taxes," Kramer said, "With the increase in the gasoline tax, which puts us in line with surrounding states, we will be able to match that and have an aggressive . highway im­ provement program statewide." Kramer noted that under the new program, improvements will be made on almost every state and U.S. highway in McHenry County. "McHenry County was one of the big winners in this," fas added. In the six-county Chicago metropolitan area, road programs during the 1984 to 1988 fiscal years are expected to cost about $1.6 billion, which will result in about 50,000 con­ struction and construction supply jobs. Other projects earmarked for funding include a three-lane roadway through Woodstock to Ware Road. It will provide a continuous left-turn lane, a project estimated to cost $8.4 million, according to Kramer. Roads between the Wisconsin state line and Rice Road will be widened and resurfaced at an estimated cost of $11.5 million. Also planned are a $8.8 million resurfacing of Illinois 81 bet­ ween Richmond and McHenry and a $7.2 million structure rehabilitation and resurfacing of U.S. 12 from Illinois 81 to the county line. Kramer said the controversies over the Crystal Lake bypass, the bypass bridge ovef the Fox River north of Algonquin and the US. 14 improvement project from Woodstock to Fox River Grove still must be resolved. New road financing legislation win increase highway benefits to local governments, Kramer said. Motor fuel tax revenues distributed to local governments will increase from fiscal 1984 an average of 88 percent during the next five years. McHenry dam to be topic of waterfowl association The Lake Region Waterfowl Association held its first meeting and successfully signed up 85 people to their mem­ bership ranks. Guests at the meeting were Jim Langbine, Regional fish and wildlife biologist, and Ray Marchelo, District 7 wildlife biologist. Both are with the Illinois Department of Conservation. Topics discussed at the meeting were: Rehabilitating the refuge at the north end of Grass Lake, the need for public hunting areas, and the need to change the state harvest ratio for geese.
